📋 Description

• Manage the full “cradle-to-grave” subcontract lifecycle for domestic and possibly international suppliers • Support proposals, source selection, negotiation, award, administration, and closeout • Draft, review, and negotiate complex subcontract agreements, NDAs, memorandums of agreement, and teaming agreements • Conduct market research to identify potential subcontractors and assess capabilities and reliability • Serve as the primary contractual point of contact for domestic and possibly international suppliers • Conduct comprehensive cost and price analysis to ensure fair and reasonable pricing • Monitor subcontractor performance against contract terms, milestones, and KPIs • Implement corrective actions and risk mitigation strategies as needed • Coordinate with Program Managers, Business Development, Legal, Finance, Logistics, and Engineering • Maintain accurate, audit-ready subcontract files and documentation • Coordinate with international trade compliance and logistics teams to support import/export operations • Ensure required import/export documentation is processed correctly

🎯 Requirements

• Bachelor's degree in Business Administration, Supply Chain Management, or a related field with at least 8 years of professional experience • Master's degree with at least 6 years of professional experience • 12 years of professional experience may be considered in lieu of a degree • Minimum of 4 years of experience in subcontracts administration or procurement, emphasizing international suppliers/contracts • Experience with government contracting regulations, including FAR and DFARS • Strong understanding of ITAR/EAR compliance requirements • Experience negotiating complex terms and conditions with international entities • Excellent written and verbal communication skills • Strong analytical, problem-solving, and decision-making abilities • Proficiency with Microsoft Office Suite • Experience using procurement or ERP systems, such as Costpoint or SAP • Ability to work independently, manage multiple priorities in a fast-paced environment, and adapt to evolving regulatory landscapes • Ability to obtain and maintain U.S. Secret Clearance • U.S. citizenship required for positions with a government clearance and certain other restricted positions
