📋 Description

• Source and procure specialized goods and services for NGDS Weapon Systems • Own contractual management for suppliers and drive the full subcontract lifecycle from source selection and proposal evaluation through award, execution, administration, and closeout • Develop subcontract specifications, statements of work, HOA agreements, Long-Term Pricing Agreements, and other GSC contractual documents • Draft, review, and negotiate terms and conditions for complex, high-value contracts including FFP, CPFF, and T&M • Prepare bid packages, lead bidder conferences, conduct cost/price analysis, and select or recommend subcontractors • Coordinate with contracts, legal, engineering, quality, planning, operations, finance, program management, and end-users • Monitor supplier performance, including KPIs and quality and schedule metrics, and apply Lean Six Sigma tools for efficiency and risk mitigation • Lead Supply Chain Management Teams • Ensure compliance with FAR, DFARS, ITAR, EAR, NATO contracts, public-law requirements, and company policies • Maintain audit-ready documentation • Assess and communicate supplier performance and manage the cradle-to-grave subcontract lifecycle • Identify cost-saving and risk-reduction strategies through targeted negotiations • Build and sustain relationships with suppliers, customers, and internal stakeholders • Contribute to program risk and opportunity management and employ Lean Six Sigma for continuous improvement • Conduct market research, cost/price analysis, and KPI tracking; implement corrective actions • Coordinate import/export operations with trade-compliance and logistics teams • Support classified, top-priority defense programs and collaborate with the Global Supply Chain team

🎯 Requirements

• Bachelor’s degree and 12 years of related experience, OR a Master’s degree and 10 years of related experience, OR a PhD and 8 years of related experience, OR a high school diploma or equivalent and 16 years of related experience in subcontracts, purchasing, contracts, project/business management, or finance • Experience with subcontract sourcing through closeout • Experience drafting HOA and Long-Term Pricing Agreements • Experience negotiating terms and conditions • Supplier performance management experience • Cost/price analysis experience • Market research experience • Working-level knowledge of FAR/DFARS or equivalent business law • Proficiency with CostPoint or SAP ERP and Microsoft Office (Word, Excel, PowerPoint) • Ability to obtain and maintain a Government Secret clearance or higher • U.S. Citizenship required • Preferred: Master’s degree in Government Acquisitions, Contract Management, Project Management, Business Management, Finance, or related field • Experience negotiating contracts over $100M • Expertise with U.S. Government and commercial subcontracts, multiple contract types, and special payment provisions • Ability to perform Price Cost Analysis • Ability to lead or mentor other SCAs in preparing Teaming Agreements, MOUs, and Long-Term Pricing Agreements • Experience reviewing subcontract packages from peers or junior Subcontract Administrators • Strong presentation skills to senior leadership
