📋 Description

• Profile and assess four source datasets for structure, completeness, and quality, and document the findings • Standardize and normalize addresses across all sources • Build a tiered matching approach using deterministic matching first and probabilistic linkage for residual records • Document the matching methodology for reproducibility • Assign and calibrate confidence scores against client-agreed thresholds • Route below-threshold records to an exception queue with stated reasons • Assign SIC and NAICS classifications where established from approved sources • Identify duplicate records and records requiring manual review • Produce technical documentation including a data dictionary, source-to-target mapping, transformation and business rules, and methodology summary • Match approximately 19,000 commercial customer accounts against business license records and county parcel data • Enrich matched records with industry classifications and contact details • Deliver clean files, exception queues, and documentation; no production-system modification, integration build, or application development

🎯 Requirements

• Production experience with record linkage or entity resolution, including blocking strategies, comparison levels, and match-model calibration • Experience with Splink, dedupe, recordlinkage, or an equivalent defensible tool • US address standardization experience using libpostal, usaddress, USPS Publication 28 conventions, or comparable methods • Knowledge of directional, suffix, and unit-designator handling • Strong SQL and Python skills • Experience with DuckDB, polars, or pandas • Data quality assessment experience, including profiling and duplicate analysis • Ability to describe data problems clearly to a non-technical audience • Technical writing experience and ability to provide a sample data dictionary, mapping document, or methodology write-up • Ability to use explainable methods where every match is traceable to a documented rule or interpretable score • US citizenship and US-based work location • Ability to perform all data processing within US-based infrastructure • E-Verify enrollment; companies must be enrolled in the federal E-Verify program and able to provide a notarized subcontractor affidavit with E-Verify Company ID at contract execution • Ability to sign a data confidentiality agreement and comply with restrictions on sharing, retaining, or using client data outside the engagement • Preferred: SIC and NAICS classification systems, including the 2022 NAICS revision and SIC crosswalks • Preferred: County parcel data and basic GIS handling, including shapefiles, GeoJSON, and spatial joins • Preferred: Utility customer information systems, billing data, or municipal government data work • Preferred: Microsoft Fabric or Azure data tooling • Preferred: Practical use of LLMs for classification or exception triage within a documented, reproducible pipeline
