📋 Description

• Gather, analyze, and document business and system requirements with public safety stakeholders, dispatch personnel, and technical teams • Translate operational needs into functional and technical requirements • Facilitate workshops, interviews, and working sessions to define and prioritize defects, enhancements, and system improvements • Develop and maintain BRDs, user stories, acceptance criteria, process flow diagrams, requirements traceability matrices, and gap analysis documentation • Support backlog creation, refinement, and prioritization • Develop test plans, test cases, and validation scripts • Execute functional, integration, regression, and UAT activities • Validate enhancements, defect fixes, configuration changes, and system releases • Maintain traceability between requirements, test cases, and production releases • Support change management and release processes • Document test results, defects, and remediation status • Analyze recurring defects and recommend root-cause improvements • Document operational workflows and dispatch processes • Identify opportunities for process improvement, automation, and system modernization • Support mobilization documentation for system architecture, interfaces, integrations, known issues, and technical debt • Liaise between operational users and technical teams • Provide structured reporting on requirements, testing progress, and issue resolution

🎯 Requirements

• Bachelor’s degree with 8 years of experience, Master’s degree with 6 years of experience, or High School diploma with 12 years of experience • U.S. Citizen or lawful permanent resident authorized to work in the United States without current or future sponsorship • 5+ years of Business Analyst experience in enterprise or mission-critical IT environments • 3+ years of hands-on application testing experience, including functional, regression, and UAT testing • Strong experience documenting requirements, including BRDs, use cases, user stories, and traceability matrices • Experience supporting production applications in a high-availability or 24x7 environment • Familiarity with defect tracking and requirements management tools such as JIRA, ServiceNow, or Azure DevOps • Strong analytical skills and ability to translate complex operational workflows into structured requirements • Excellent written and verbal communication skills • Direct experience with CAD, RMS, 911/NG911, or other public safety systems preferred • Experience in emergency response or municipal government environments preferred • Prior AMS or managed services experience preferred • ITIL Foundation or equivalent ITSM experience preferred • Agile or hybrid delivery model experience preferred • Working knowledge of .NET, SQL Server, Oracle, or enterprise application architectures preferred • Experience documenting real-time operational workflows in life-safety environments preferred
