📋 Description

• Lead a defined portfolio of state policy priorities and government relations responsibilities in Iowa, Minnesota, and other states identified by SPGR leadership • Develop and support implementation of coordinated state policy positions and strategies aligned with business and enterprise objectives • Serve as enterprise-wide subject matter expert and point of accountability for assigned state policy issues • Develop policy platforms and materials including policy principles, legislative language, backgrounders, talking points, research summaries, comment letters, and testimony • Analyze, forecast, and communicate implications of state legislative and regulatory developments • Develop strategies to generate policy evidence through contracted resources, consulting firms, and academics • Participate in trade association workgroups and represent Pfizer in policy coalitions, forums, and legislative hearings • Monitor state legislation and regulations affecting Pfizer priorities in assigned geography • Identify and analyze emerging political and policy issues • Develop and execute lobbying strategies • Coordinate with Pfizer colleagues, contract lobbyists, and third-party stakeholders to achieve legislative and regulatory objectives • Supervise outreach and communication to state and local policymakers • Supervise grassroots and political action programs • Maximize advocacy and public affairs efforts with internal and external groups • Plan and manage a budget within established guidelines • Collaborate across Business Units, Legal, Public Affairs, Federal Policy, Market Access, and Corporate Affairs

🎯 Requirements

• Bachelor’s degree required; advanced degree preferred • Minimum of 8 years of experience in state policy or related function with Bachelor’s degree; 7+ years with masters/MBA; 5+ years with PhD, JD or PharmD • Significant experience in state healthcare policy and state government relations • Demonstrated ability to analyze legislative and regulatory proposals and translate them into practical business and policy recommendations • Strong understanding of state governmental processes, healthcare policy, and political environments • Exceptional written and verbal communication skills, including experience drafting policy materials and executive-level communications • Ability to build effective working relationships with internal stakeholders, trade association partners, policymakers, regulators, and legislative staff • Ability to manage multiple policy and state issue priorities across numerous jurisdictions simultaneously • Demonstrated experience in both state policy strategy and analysis and state government relations • Experience developing policy strategies and translating legislative and regulatory analysis into clear, actionable recommendations • Experience engaging directly with policymakers, regulators, trade associations, and other external stakeholders • Ability to operate effectively across policy development and state-level advocacy, including managing multiple issues and jurisdictions • Must be authorized to be employed in the U.S. by any employer • Permanent work authorization in the United States required • U.S. work visa sponsorship is not available now or in the future • Ability to operate a Pfizer company car • Travel expectations: 50% of the time
