β’ Perform pre-award acquisition activities, including acquisition planning, market research, development of procurement strategies, and coordination with engineering, construction, operations, maintenance, transportation, natural resources, and other program areas to develop solicitations, statements of work, and Requests for Proposals (RFPs) and Invitations for Bids (IFBs). β’ Manage the competitive bid process, including preparation and issuance of RFPs and IFBs, coordinating pre-bid meetings and site visits, evaluating bids and proposals, performing price and cost analyses, conducting negotiations, preparing award recommendations, and executing contracts. β’ Administer contracts throughout the contract lifecycle, including negotiating contract terms and conditions, processing modifications, responding to audit requests, resolving contractual issues, and ensuring contractor compliance with contractual requirements. β’ Review invoices, progress reports, and supporting documentation to ensure timely processing and compliance with contract terms, funding limitations, and reporting requirements. β’ Prepare, administer and manage Task Order contracts and individual task orders, including monitoring performance, labor rates, reimbursable costs, and contract deliverables. β’ Monitor compliance with applicable labor standards, including Davis-Bacon Act and Service Contract Act requirements, where applicable. β’ Perform contract close out activities, including resolution of outstanding contract issues, review and approval of final invoices, completion of contractor performance evaluations and maintenance of contract files in accordance with records management requirements. β’ Other duties as assigned
β’ Bachelors Degree; AND β’ At least three (3) years of progressively responsible experience in contracting, procurement, acquisition or contract administration, involving a wide variety of contract types and procurement methods. β’ Knowledge of contract administration principles, acquisition planning, solicitation procedures, contract negotiations and post award contract management. β’ Demonstrated ability to analyze procurement requirements, interpret policies and procedures, and develop sound business recommendations. β’ Strong negotiation, organizational, and interpersonal skills, with the ability to establish and maintain effective working relationships with internal and external stakeholders. β’ Proficiency with Microsoft Office Suite, including Excel, Word, Outlook, and Power Point, and the ability to utilize automated procurement and financial management systems. β’ Excellent written and verbal communication skills, including the ability to prepare clear, concise, and accurate correspondence, reports and contractual documents. β’ Demonstrated adaptability, initiative, sound judgment, integrity and attention to detail in a dynamic work environment. β’ Strong customer service orientation and ability to collaborate effectively with cross functional teams. β’ Ability to manage multiple priorities, meet deadlines, and work independently with minimal supervision.
