📋 Description

• Provide business analysis expertise supporting Indian Affairs and Office of Information Technology programs, projects, and operational initiatives • Elicit, analyze, validate, document, and manage business, functional, technical, and system requirements • Map current-state, future-state, and interim business processes and recommend improvement, modernization, automation, and efficiency opportunities • Develop user stories, story maps, use cases, acceptance criteria, and prioritized product backlogs • Prepare requirements, implementation statements, and documentation for NIST Special Publication 800-53 control assessments • Support privacy and security documentation, including PII identification, PIAs, and PTAs • Develop business glossaries, functional requirements, process models, system diagrams, wireframes, workflows, and related artifacts • Create and maintain models using Microsoft Visio and manage boards, test plans, dashboards, and related artifacts using Azure DevOps or other Government-authorized tools • Conduct research and analysis for process improvement, business process reengineering, IT modernization, shared services, and technology implementation initiatives • Develop and execute test cases, test scripts, datasets, and acceptance criteria • Facilitate requirements sessions, stakeholder interviews, focus groups, training sessions, strategic planning forums, and knowledge-transfer activities • Review cost, schedule, performance, and compliance requirements associated with federal IT investments • Lead assigned analytical activities and track risks, issues, milestones, dependencies, and deliverables • Collaborate with Government stakeholders, project managers, technical teams, security personnel, vendors, and contractors • Provide specialized business analysis support for IT Asset Management involving hardware, software, licensing, property management, and related IT services • Analyze and document asset processes, procedures, workflows, records, and controls • Support service-request fulfillment and analyze customer requests for hardware and software products and services • Maintain and analyze asset and product information in repositories, systems, databases, and catalogs • Support technical review and authorization of software and hardware products • Track product-authorization risks, approvals, statuses, and documentation • Analyze asset-management data to identify inconsistencies, gaps, trends, and data-quality opportunities • Improve IT Asset Management workflows, operational controls, process efficiency, compliance, and customer service • Develop IT Asset Management requirements, process models, reports, dashboards, workflows, and documentation • Integrate IT Asset Management with configuration management, change management, service-request fulfillment, and other IT service-management functions

🎯 Requirements

• Minimum of five (5) years of experience providing business analysis services to management and technical personnel supporting federal IT investments • Experience analyzing and resolving complex IT project or program management issues in accordance with applicable federal laws, regulations, policies, and procedures • Experience translating business and system requirements into clear, measurable, and testable acceptance criteria • Understanding of business processes, records, controls, and customer workflows associated with hardware and software assets • Knowledge of PMO operations, capital planning, strategic planning, and IT investment management • Knowledge of business process improvement and business process reengineering methodologies • Practical experience with configuration management, ITIL practices, change management, IT Asset Management, and IT service-request fulfillment • Experience with activity and data modeling, modern business methods, best-practice analysis, and performance measurement • Knowledge of FITARA, SDLC, FEA, CPIC, and FISMA • Experience applying human-centered design methods, including journey mapping, affinity mapping, and storyboarding • Strong written and verbal communication, facilitation, interviewing, training, collaboration, and leadership skills • Ability to manage multiple priorities and meet project schedule, quality, and performance requirements • Ability to work effectively with Government stakeholders, technical teams, security personnel, vendors, and other contractors • U.S. Citizenship required • Ability to obtain and maintain the required Government security clearance and/or suitability determination • Must meet all applicable federal contract requirements • Preferred: experience supporting DOI and/or Indian Affairs • Preferred: experience in NIST- and/or DOI-controlled IT environments • Preferred: experience supporting federal IT asset, software license, property, change, configuration, or release management • Preferred: experience with ITSM ticketing systems, CMDBs, Microsoft Intune, or similar enterprise tools • Preferred: experience using Microsoft Visio, Azure DevOps, or comparable Government-authorized tools • Preferred: active Government security clearance
