• Manage academic policies and students’ academic records across the American Public University System • Collaborate with division registration departments to implement efficient, consistent, and effective data management, student records management, and performance management practices • Report directly to the Chief Academic Officer • Work with the Chief Academic Officer and system leaders on strategic academic and curricular initiatives • Provide strategic and operational leadership for Registrar Services • Develop, implement, and revise system policies • Develop, implement, and maintain the system catalog and coordinate standard publication cycles with divisions • Develop and manage the annual department budget • Unify FERPA practices across the System • Interpret, communicate, monitor, and implement policies and procedures • Manage vendor relationships for records management services, including National Student Clearinghouse and Parchment • Develop and maintain system transcript standards • Standardize processes for transcripts, transfer of credit, articulation, enrollment verification, and background investigation requests • Analyze service metrics and maintain service level agreements • Ensure compliance with military benefits processing, VA certification, DOD MOU requirements, and military portals • Handle student escalations regarding system policies and procedures • Evaluate and pursue technologies to improve productivity, quality control, and student experience • Lead a team of registrar professionals • Analyze academic retention policies and recommend changes • Coordinate professional development and system training opportunities • Participate in commencement exercises upon request • Perform other duties as assigned
• Registrar’s office experience required, with a minimum of 5+ years of registrar leadership • Minimum 7 to 10 years of successful supervisory and management experience in a complex higher education environment preferred • Master's degree required • Substantial knowledge of higher education record-keeping practices • Knowledge of students’ confidentiality rights • Knowledge of rules, regulations, procedures, online learning structure, and student development and learning theories • Expertise designing and managing diverse higher education academic structures, including term-based and non-term formats and quarter and semester hour systems • Experience ensuring compliance with federal regulations and institutional standards • Well-developed organizational and administrative skills • Strong analytical skills for gathering and analyzing data, logical reasoning, drawing conclusions, and making decisions or recommendations • Excellent written and verbal communication, stakeholder engagement, and collaborative leadership skills • Accuracy, thoroughness, and quality monitoring • Knowledge of latest technological developments in higher education preferred
