📋 Description

• Own the capital allocation strategy for the Raytheon business portfolio • Lead multi-year rolling forecasts and 5-year-plus capital investment plans • Drive portfolio decision forums with senior Engineering, Operations, and Finance executives • Design, implement, and refine enterprise-wide investment frameworks, prioritization models, and weighted scoring systems • Establish and execute global standards for capital justification and gate-review governance • Oversee capital intake, triage, and appropriation for major CAPEX and OPEX facility and infrastructure initiatives • Guide capital appropriation request workbooks, validate feasibility, manage risk, and align initiatives with the Annual Operating Plan • Partner with IT and Engineering to integrate CMMS, condition assessment, reliability, and risk-register data into a centralized planning model • Develop dashboards, heat maps, and reports showing portfolio health, investment execution performance, and funding allocation accuracy • Advise executive stakeholders across business units • Drive alignment, manage change, lead cross-functional workshops, and embed systematic planning maturity • Own end-to-end investment lifecycle outcomes and help architect RTX's global capital allocation framework • Report directly to the RTX Associate Director of Engineering and Planning

🎯 Requirements

• Minimum of 10+ years of experience in strategic real estate portfolio management, enterprise capital planning, facility and infrastructure asset management, and/or engineering within complex, capital-intensive environments • Bachelor's degree in Engineering, Business, Finance, or related field, or a combination of related work and schooling in lieu of degree • 8+ years designing, deploying, and governing enterprise-wide capital allocation systems, prioritization frameworks, and multi-year investment roadmaps • 5+ years of experience with physical asset lifecycles, MEP/facility infrastructure, built environment risk, and translating FCA/FCI, RCM, and MTBF inputs into enterprise financial decisions • 5+ years of experience in capital allocation strategy, financial modeling including NPV, IRR, and LCCA, corporate capital policy, strategy, and color-of-money financial compliance • 5+ years of experience with Excel and business intelligence solutions such as Tableau or BI • Experience interpreting condition assessments, reliability indicators, risk registers, and MEP infrastructure • Ability to obtain and maintain a U.S. government-issued security clearance • U.S. citizenship required • Preferred: advanced data analytics, predictive modeling, CMMS integration, investment planning tools, enterprise risk platforms, Python, Power BI, Tableau, facility and utility infrastructure, building systems, asset lifecycle degradation, proactive enterprise risk assessment, operating model design, capital process standardization, change management, and executive investment frameworks
