📋 Description

• Provide financial administrative planning and control on large and challenging development programs • Develop and maintain the program Performance Measurement Baseline (PMB) for earned value and project management • Establish a Contract Work Breakdown Structure (CWBS) and CWBS Dictionary • Analyze program cost and schedule performance, identify trends, and provide information to the Project Leadership Team for corrective actions • Ensure proper implementation of EVMS using standardized processes and tools • Report on compliance reviews and periodic process audits, including DCAA, DCMA, and Joint Surveillance Process audits • Maintain current, accurate, and consistent program margin positions • Interact with external customers and prepare, submit, and review customer cost and schedule data items • Serve as cost capture focal • Establish and maintain the program cost baseline • Measure performance against the baseline • Incorporate regular status and Estimate to Complete (ETC) updates from CAMs • Lead program teams through the month-end process • Reconcile data with accounting systems and project cost and schedule data • Provide monthly, quarterly, and yearly sales forecasting • Prepare and analyze Estimates at Complete (EACs) and provide financial support to assigned program teams • Ensure compliance with the Mission Systems EV System Description • Liaise with government and internal EV auditors • Support program reviews • Participate in proposal development • Accommodate unexpected events, meet critical deadlines with quality results, and support Mission Systems objectives and initiatives • Collaborate with Program Management, Engineering, Finance, Contracts, and Operations • Interact with Collins Aerospace upper management and external customers

🎯 Requirements

• University Degree and minimum 8 years prior relevant experience OR an Advanced Degree in a related field and minimum 5 years of experience • U.S. citizenship required • Ability to obtain and maintain a U.S. government-issued security clearance • Active and existing DoD Secret clearance required after day 1 • Background in program controls and EVMS • Experience with Earned Value Cost Engines/Software • Ability to travel up to 10% • Experience with Microsoft Office, including extensive Excel experience preferred • Understanding of corporate Financial Planning & Analysis (FP&A) preferred • Understanding of Continuous Improvement concepts preferred • Experience with SAP or similar ERP preferred • Experience presenting to large groups and leadership preferred • Good verbal and written communication skills • Team player with working knowledge of company business systems and policies, contracting processes, and earned value management techniques
