📋 Description

• Perform subcontract management of purchase orders using integrated supply chain models • Prepare solicitations including RFQs, RFPs, and RFIs • Analyze quotations and proposals using price/cost analysis techniques • Develop negotiation strategies and lead formal negotiations concerning price, delivery, and terms • Place high-dollar, complex purchase orders, including Firm Fixed Price and Cost-Type orders • Perform risk analysis and develop mitigation plans and solutions • Travel to RTX and supplier facilities as necessary, typically quarterly or more • Manage escalations and resolve internal customer and supplier issues • Manage financial goals related to subcontract deliveries • Drive success in meeting business factory MRP • Drive metrics including Late to Place, Late to Dock, and Delinquent Material • Develop cost-reduction initiatives and performance improvements in technical and quality areas • Report to the Procurement Manager

🎯 Requirements

• Bachelor’s degree and 5 years of relevant experience OR an advanced degree and 3 years of relevant experience in supply chain management or a similar role • Knowledge of and compliance with Federal Acquisition Regulations (FAR/DFARS) or experience in another heavily regulated industry • Experience negotiating and managing written contractual authorization/vehicles, including Firm Fixed Price and Cost Plus • U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations • Experience and/or knowledge of resource planning software (SAP / PRISM) • Knowledge of cost and pricing data and proposal compliance • Ability to understand technical requirements, Statements of Work (SOW), and procured hardware and services • Experience leading subcontract management processes for build-to-print and build-to-performance specifications • Ability to manage multiple conflicting priorities • Practical knowledge leading and managing processes, projects, and tactics within one work area • Broad knowledge within a specific technical or professional discipline • Experience driving favorable contract outcomes while maintaining supplier and cross-functional relationships
