📋 Description

• Serve as the focal point between Raytheon Programs and suppliers for medium- and high-complexity procurements • Support acquisition of materials, equipment, and services • Manage procurement activities from RFx/solicitation through purchase order placement, administration, and closeout • Ensure purchase orders and agreements comply with FAR, DFARS, and company policies and procedures • Represent Supply Chain in functional and cross-functional teams • Develop supplier and internal stakeholder relationships • Lead supplier interactions and procurements including build-to-print, performance specifications, and Supplier Statements of Work • Participate in capture/proposal efforts and review requirements flow-down • Generate RFIs, RFQs, and RFPs • Lead Best Value Source Selection and down-select activities • Perform price and/or cost analysis in compliance with FAR and DFARS • Develop negotiation strategies and lead multifunctional negotiation teams • Negotiate price, schedule, and terms and conditions with suppliers/subcontractors • Prepare compliant purchase order documentation • Execute and manage contractual activities and agreements, including PIAs, Letter Subcontracts, Long Term Agreements, and Bailment • Manage post-award purchase orders and supplier performance against quality, schedule, financial, and program requirements • Communicate proactively and work with speed, agility, and compliance • Travel minimally as needed

🎯 Requirements

• Typically requires a Bachelor’s and a minimum of 5 years prior relevant experience, or an advanced degree in a related field and a minimum of 3 years’ experience • Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements • U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required • U.S. citizenship is required to access information under this program/contract • Experience leading formal negotiations • Experience with NDA/PIAs, RFx, and Purchase Orders activities • Ability to perform duties with minimal oversight and work effectively in a fast-paced, high-volume environment • Strong communication skills with ability to influence across a matrix organization • Experience with supplier management • Experience with SAP and Microsoft Office Suite • Prior experience with multiple subcontract types, including FFP, T&M, CPFF, and CPIF • Experience reading and understanding drawings, specifications, engineering documents, and complex SOWs • Knowledge of EXIM procurements and applicable rules and regulations • Experience with import/export regulations (ITAR/EAR) • No security clearance required
