• Ensure accurate and complete material and service requirements are communicated to suppliers • Execute export/import requirements, including telecons, meetings, documentation, and reporting • Analyze supplier quotes and proposals using complex cost and price analysis • Negotiate prices, terms, and conditions • Place Letter subcontracts and purchase orders and facilitate contract change management in EPAD • Manage and report supplier cost, quality, schedule, and material sales performance • Prepare and issue requests for proposals meeting technical, quality, delivery, and FAR requirements • Manage desk metrics and contribute to process, system, and product improvements • Manage a high-volume procurement desk while meeting accuracy and performance metrics • Place Firm Fixed Price, Letter Subcontracts, and cost-type purchase orders in accordance with FAR/DFARS • Proactively manage suppliers, obtain delivery status, and implement oversight and recovery efforts • Present root cause and corrective actions to leadership based on metrics and supplier issues • Develop negotiation strategies and lead formal negotiations • Collaborate with Program, Operations, Quality, Engineering, Program Management, and other functional groups • Travel up to 25% may be required
• University degree or equivalent experience and minimum 5 years of prior relevant experience, or advanced degree in a related field and minimum 3 years of experience • Previous procurement experience • Ability to obtain and maintain a U.S. security clearance • U.S. citizenship required because only U.S. citizens are eligible for a security clearance • Experience with cross-functional teams, integrated product teams, project management, or program management preferred • Master’s degree in supply chain, business, engineering, or related field preferred • Knowledge and compliance with Federal Acquisition Regulations (FAR/DFARS) or heavily regulated industries • Experience with Cost Plus and Firm Fixed Price contractual vehicles • Cost/pricing data analysis for proposal compliance under FAR 15.4 and/or competitive procurement execution • Ability to understand technical requirements for procured hardware and services, including SOW review • Familiarity with ITAR • Knowledge of import/export compliance requirements • Experience procuring complex assemblies for military applications • Experience negotiating terms and conditions • Ability to adapt between strategic and tactical tasks • Ability to influence team decisions and outcomes • Experience with development procurement • SAP-based environment experience • Experience implementing or executing supplier recovery efforts
