📋 Description

• Manage day-to-day purchasing activities to ensure programs have required materials, goods, and services • Manage supplier performance and adherence to contractual requirements and flow downs • Maintain accurate high-volume, medium-complexity procurement documentation in accordance with FAR/DFARS and Raytheon compliance requirements • Manage procurement metrics including PR/PO notes, receiving issues, invoice approvals, supplier PO acknowledgements, material delivery constraints, MRP non-support, and on-time delivery • Review drawings, specifications, and purchase history to determine sourcing strategies for production and build-to-print parts • Prepare, issue, and analyze requests for quotes (RFQs) • Prepare purchase order documentation using Raytheon’s EPAD tool • Create Commercial Item Determinations and review supplier assertions of commerciality as applicable • Perform price/cost analysis for proposals and purchase order placement • Develop negotiation strategies and lead formal negotiations on price, delivery, and terms and conditions • Nurture business relationships with first-tier suppliers • Collaborate with Program, Operations, Quality, Engineering, and other functional groups to achieve delivery and financial goals • Support continuous improvement of procurement processes and systems • Coordinate and lead meetings between suppliers and internal customers

🎯 Requirements

• Typically requires Bachelor’s degree and 2 years of prior relevant experience OR an Advanced degree in related field OR, in absence of a degree, 6 years of relevant experience • U.S. citizenship is required • Knowledge of sourcing practices, contract terms, and procurement standards • Ability to analyze data, compare quotes, and make cost effective decisions • SAP based environment experience • Ability to multi-task and perform effectively in a dynamic, fast-paced, changing environment • Proven ability to communicate effectively, both written and verbal, with internal customers • Able to establish internal/external relationships and influence others • Problem solving and critical thinking skills; ability to exercise independent judgment and manage complexity and ambiguity • Organizational skills with ability to adequately plan, prioritize, and coordinate • Demonstrated knowledge/compliance with Federal Acquisition Regulations (FAR/DFARS) • Experience in written contractual authorization/vehicles (Cost Plus, Firm Fixed Price, etc.) • Experience assessing proposal compliance (FAR 15.4) • Experience with single/sole source, over-TINA procurements • Ability to travel as required (limited)
