• Conduct research and provide analytical support to DSCU faculty and staff • Lead and establish priorities for content vetting, product development, reviews, dissemination strategy, and stakeholder coordination • Research findings and literature reviews from existing research materials, catalogs, and diverse sources • Analyze collected research and findings to identify relevant security cooperation information • Translate findings into actionable indicators, evidence-based recommendations, and practical products • Identify information gaps and usability issues • Synthesize findings into indicators for Job Aids • Design and develop evidence-based Job Aids depicting research findings and complex data; produce approximately 15–20 final products annually using 35–45 verified data sources • Prepare, update, and manage the Quarterly Knowledge Products Plan • Conduct final review of products before dissemination • Coordinate guest speakers, panels, briefings, and consultations with DSCU guidance • Support the research-based mission and training programs of the CY-RALLI Institute
• Master’s degree in a related research field • 10+ years of experience in or supporting the US government • Must be a US Citizen with an active Secret Clearance or ability to obtain a favorable suitability adjudication, based on a Tier 3 background investigation • Research, storyboard, and prepare visual material for executive-level and academic presentations • Establish metrics and feedback loops to monitor product contributions to workforce readiness and evidence-based decision-making • Conduct research and analysis of Security Cooperation workforce needs, gaps, lessons learned, and best practices • Build relationships with subject matter experts and practitioners • Strong client-facing communication and stakeholder engagement skills • Excellent oral, written, and interpersonal communication skills • Microsoft Office 365 (Excel, Word, PowerPoint, Teams, SharePoint) and AI proficiency • Certification in Training Management is desired • Substantial experience within the Security Cooperation environment is desired • Knowledge of Security Cooperation policies and regulations is desired • Experience supporting DSCU, DSCA, or comparable defense security cooperation training, research, education, and institutional capacity-building is desired • Experience using process improvement, business process re-engineering, or automation approaches is desired
