• Conduct scientific literature reviews to support credible, legally, and biologically defensible project-effect analyses for ESA Section 7 consultation documents • Independently perform complex and highly specialized ESA Section 7 consultation work • Serve as a senior technical resource for complex, high-visibility, and mission-critical consultations • Provide technical leadership and oversight to less-senior ESA Consultation Scientists • Assign or coordinate consultation activities and provide technical direction • Mentor and train junior ESA Consultation Scientists in SERO practices, ESA Section 7 theory and implementation, effects analysis, consultation document development, and quality standards • Conduct QA/QC reviews of consultation documents prepared by less-senior staff • Participate in Section 7 QA/QC meetings • Support development and review of complex biological opinions, including environmental baseline, effects analyses, and climate-related considerations • Coordinate with consulting biologists, PRD reviewers, species recovery coordinators, Office of General Counsel, federal action agencies, applicants, and other stakeholders • Ensure informational requirements are met for incoming consultation requests • Collaborate to ensure consultations are biologically accurate, legally sufficient, consistent, and aligned with conservation goals • Discuss project methodologies and designs with applicants and federal agencies • Recommend approaches, alternatives, and modifications to reduce impacts to listed species and habitats and streamline consultation • Draft agency response documents using Microsoft programs, including RAI, LOC, and biological opinion documents • Provide meeting and conference coordination and support • Support data management, documentation, and analysis for Section 7 consultations
• Master’s degree or higher in Marine Science, Marine Biology, Biology, Oceanography, Marine Policy, or a closely related discipline • Minimum of 5 years of directly related professional experience, including substantive experience applying ESA Section 7 consultation requirements • Progressively responsible work involving complex scientific or regulatory analysis, independent judgment, technical review, and/or leadership of less-senior staff • Ability to independently perform complex or highly specialized ESA Section 7 consultation work with minimal supervision • Experience providing technical leadership, guidance, mentoring, and/or oversight to less-senior scientific staff • Experience reviewing other consultation scientists’ work and identifying technical or regulatory deficiencies • Ability to exercise sound independent judgment on complex, sensitive, high-priority, or high-visibility consultation issues • Experience applying ESA Section 7 consultation requirements • Knowledge of Southeast US species-related habitats • Strong technical writing, organizational, and communication skills • Ability to adapt to frequently changing standard operating procedures • Current knowledge of ESA Section 7 consultation requirements, MSA, and SERO species-related habitats • Demonstrated experience conducting substantive technical QA/QC reviews of ESA Section 7 consultation documents • Ability to mentor and train junior ESA Consultation Scientists • Ability to coordinate with PRD reviewers, species recovery coordinators, legal counsel, federal agencies, and non-governmental organizations • Experience with consultation data management, quality control, administrative records, and NMFS tracking systems such as ECO • Ability to analyze data and prepare scientific and plain-language reports, summaries, graphs, maps, and interpreted information products • US citizenship and/or current Green Card holder status • Successful completion of a background check, including criminal history, education, professional certification, previous employment, and credit history verification • Fingerprinting required for the Public Trust background investigation • Preferred: strong understanding of Gulf of Mexico and South Atlantic coastal ecology and marine biology • Preferred: knowledge of aquatic habitat restoration or aquatic habitat impact assessment • Proficiency in Microsoft Office products including Outlook, Word, Excel, and PowerPoint • Proficiency in Google enterprise tools including Gmail, Calendar, and Hangouts • Ability to manage multiple priorities and meet deadlines with minimal supervision
