📋 Description

• Lead end-to-end business analysis for VA systems and applications from discovery through implementation and validation • Facilitate requirements elicitation sessions with VA stakeholders, end users, product owners, and subject matter experts • Analyze, document, and manage business requirements, user stories, use cases, process flows, and acceptance criteria • Translate business needs into functional and non-functional requirements and collaborate with architects, developers, and testers on technical requirements • Liaise between business and technical teams on scope, priorities, and solution design • Use Jira to create, refine, and maintain epics, user stories, tasks, and defects • Support Agile ceremonies and maintain a well-defined, prioritized, development-ready backlog • Develop business process models, data flow diagrams, interface specifications, and traceability matrices • Perform impact analysis for changes and enhancements and recommend actions based on business value, risk, and technical feasibility • Collaborate with QA/testing teams on test cases and user acceptance testing • Mentor business analysts and support standardization of analysis practices, templates, and processes • Communicate requirements and delivery status, risks, and issues to project leadership and stakeholders • Ensure work products comply with VA security, accessibility, and data privacy standards

🎯 Requirements

• Public Trust security clearance • Bachelor’s degree in Business, Information Systems, Computer Science, or related field; or equivalent combination of education and experience • 8+ years of experience as a Business Analyst, Systems Analyst, or similar role, including experience in a lead or senior capacity • Experience gathering, analyzing, and documenting business and technical requirements for complex IT systems • Experience working in Agile/Scrum environments with product owners, developers, testers, and architects • Hands-on experience using Jira for epics, stories, workflows, dashboards, and reporting • Ability to translate business needs into clear, testable user stories and acceptance criteria • Excellent written and verbal communication skills with technical and non-technical stakeholders • Strong analytical, problem-solving, and critical-thinking skills with attention to detail and quality • Preferred: experience supporting U.S. Department of Veterans Affairs or other federal health/benefits agencies • Preferred: familiarity with VA healthcare delivery, benefits administration, claims processing, or Veteran-facing digital services • Preferred: knowledge of Scrum, SAFe, Kanban, and scaled Agile environments • Preferred: experience with Confluence, Visio, Lucidchart, or similar tools • Preferred: relevant certifications such as CBAP, PMI-PBA, CSM, or SAFe
