📋 Description

• Support the Program Director in strategic planning, multi-state program implementation, staff management, and overall operations • Serve as the secondary point of contact with the Office of Refugee Resettlement (ORR) • Engage with Federal Field Specialists, Project Officers, and required partners on service delivery, consultation, and quality assurance reporting • Act on behalf of the Program Director during their absence, including decision-making for time-sensitive case and operational matters • Oversee day-to-day Home Study (HS) and Post-Release Services (PRS) operations • Ensure home studies, safety and well-being checks, case management, and intensive engagements are completed within ORR-required timeframes • Lead quality assurance activities, including case file reviews, report quality checks, and corrective action follow-up • Supervise regional supervisors, case manager supervisors, and other lead staff • Ensure staff set attainable goals and receive regular coaching and performance feedback • Develop, maintain, and quarterly update the documented staffing plan • Coordinate onboarding, background check clearance, and initial and annual ORR training requirements • Monitor contractual, legal, regulatory, fiscal, and audit compliance • Escalate risks to the Program Director • Assist in preparing and submitting reports on outcomes, deliverables, financials, and compliance measures • Safeguard confidential child and sponsor records • Model and reinforce a trauma-informed, culturally responsive, mission-driven culture

🎯 Requirements

• Bachelor’s degree in education, psychology, sociology, or behavioral science (social work or equivalent) • 5+ years of progressive experience with social services or child care agencies, including experience in a supervisory or lead role • Experience with supervisory and project management • Experience with quality assurance, compliance monitoring, or program evaluation • Experience with local community social services • Experience with home study, post-release services, or both • Experience working with immigrant populations • Experience with family preservation, kinship care, and child welfare • Professional assessment report writing experience • Child welfare and case management experience • Ability to work typically Monday–Friday during normal business hours, with schedules shifting as project needs arise • Must be currently living and authorized to work in the United States • Ability to obtain and maintain a Federal Public Trust clearance/suitability determination • Preferred: Master’s degree in social work or equivalent • Preferred: Prior experience in an ORR-funded HS/PRS, shelter, or other unaccompanied children program • Preferred: Bilingual proficiency in Spanish or another language commonly spoken by children served
