📋 Description

• Manage the financial management, monitoring, reporting, and compliance of UPO grants and contracts • Coordinate and participate in the design, testing, implementation, and review of complex manual and automated financial analyses • Coordinate transactional accounting treatment and develop process improvements • Manage program expenditures for allowability, allocability, reasonableness, and compliance with grant agreements, donor requirements, UPO Purchase Order Agreement, and applicable regulations including 2 CFR Part 200 • Lead development of the UPO annual budget, grant proposal budgets, re-budgeting and modification requests, and budget narratives • Provide budget guidance and recommendations during budget development and application processes • Analyze personnel, fringe, occupancy, and indirect cost allocations • Support the Finance Director with complex financial accounting processes, systems, and procedures • Support maintenance and implementation of the Cost Allocation Plan and review allocation methodologies • Analyze trends and recommend improvements to financial performance and compliance • Analyze alternative system designs and identify improvements to existing systems and processes • Work closely with program executives, the Finance Director, and other stakeholders

🎯 Requirements

• Bachelor’s degree in accounting, finance, or a related field required • Five (5) years of professional experience as a grant accountant or financial analyst required • Excellent organizational skills and attention to detail • Superior Excel skills • Strong analytical and problem-solving skills • Thorough understanding of generally accepted accounting principles (GAAP) • Thorough understanding of financial analysis methods and procedural methods used in data mining and database development • Ability to work sensitively and effectively with individuals from diverse educational, socioeconomic, and cultural backgrounds • Experience with U.S. government grants, including Head Start/Early Head Start and other Health and Human Services agency grant awards desired • Successful completion of a criminal background check and/or FBI fingerprinting, and pre-employment drug screening as applicable
