📋 Description

• Establish strategic direction, priorities, governance, and success measures for a complex enterprise program • Serve as a senior partner to external and internal leadership • Represent the enterprise in external stakeholder engagements • Anticipate and address emerging program, stakeholder, and business challenges • Provide executive leadership with assessments, recommendations, and options on critical decisions, risks, and opportunities • Lead a portfolio of interconnected workstreams across multiple business and functional organizations • Establish operating models, ownership, decision rights, escalation paths, dependencies, and accountability • Drive alignment across senior functional leaders and resolve enterprise-level conflicts • Establish and maintain program governance, executive steering, reviews, decision forums, and escalation mechanisms • Oversee program scope, schedule, budget, quality, resources, risks, dependencies, and contractual commitments • Hold workstream leaders accountable for deliverables, milestones, financial targets, and commitments • Own program-level risk and issue management, recovery strategies, and corrective actions • Oversee budgets, forecasts, expenditures, resource requirements, and financial exposure with Finance and functional leaders • Evaluate and communicate enterprise impacts of scope, schedule, resource, and external commitment changes • Assess program health, challenge assumptions, and intervene directly when required • Ensure alignment with government contracts, statements of work, service levels, policies, regulations, and stakeholder obligations • Partner with Legal, Commercial, Finance, Security, and Compliance to mitigate contractual, regulatory, financial, and reputational exposure • Maintain controls, documentation, approvals, and evidence for compliance and audit readiness • Lead contract changes, escalations, remediation, audits, and corrective action plans • Lead executive program reviews, steering committees, escalations, and strategic planning discussions • Communicate complex and sensitive matters with clarity, precision, discretion, and judgment • Synthesize program information into concise executive communications • Navigate sensitive contractual, organizational, operational, and stakeholder matters confidentially • Influence senior leaders and cross-functional stakeholders without direct authority • Maintain credibility and composure during high-pressure program matters

🎯 Requirements

• Bachelor’s degree in business, program management, public administration, technology, engineering, or a related field, or equivalent relevant experience • 12+ years of progressive program, project, or business leadership experience, including responsibility for large-scale, highly complex, cross-functional programs • Demonstrated experience leading strategic, high-visibility programs with significant enterprise, financial, operational, contractual, and reputational impact • Proven ability to operate effectively with senior executives and serve as a trusted advisor to internal and external leadership • Exceptional written and verbal communication skills, including synthesizing complex information and tailoring messaging for executive, external stakeholder, technical, and operational audiences • Exceptional judgment and discretion managing confidential, politically sensitive, contractual, or high-risk matters • Strong executive presence and ability to communicate difficult messages, influence decisions, resolve conflict, and establish alignment • Significant experience managing programs governed by government contracts, public-sector requirements, or highly regulated contractual environments • Advanced expertise in scope, schedule, budget, financial management, resource planning, risk, dependency, governance, and change control • Strong understanding of contractual requirements, statements of work, service-level commitments, acceptance criteria, compliance obligations, and audit requirements • Ability to lead within a highly matrixed organization and drive accountability without direct reporting authority • Strong business acumen and ability to evaluate decisions through operational, contractual, financial, stakeholder, and enterprise perspectives • Exceptional organizational discipline, attention to detail, judgment, and follow-through • Ability to move between strategic leadership and detailed execution • PMP, PgMP, or comparable program management certification preferred • Experience with state, local, municipal, transportation, public safety, tolling, mobility, or other government entities preferred • Experience leading technology-enabled programs involving software, infrastructure, operational services, integrations, data, or regulatory compliance preferred • Experience leading escalations, service recovery, contract change, remediation, or transformation initiatives preferred • Experience in a PMO, enterprise transformation, or portfolio management environment preferred
