• Develop, coordinate, and direct company-wide safety compliance programs, systems, and initiatives for recurring maintenance and minor repair of DoD fuel facilities • Manage the Safety Management System (SMS) for the USACE RMMR program • Implement safety programs, policies, plans, procedures, and protocols in accordance with regulations, USACE EM 385-1-1, and industry best practices • Monitor compliance with federal, state, local, USACE, and service-specific safety standards • Conduct inspections, audits, safety assessments, and accident hazard analyses • Track deficiencies and trends, implement corrective actions, and monitor their effectiveness • Identify hazards, assess risks, and develop mitigation strategies • Develop and deliver safety training, new-hire orientations, and high-risk-activity training • Promote safety awareness campaigns and a proactive safety culture • Lead investigations of incidents, accidents, and near misses; identify root causes and recommend corrective actions • Prepare and submit incident reports to regulatory agencies as required • Develop emergency response plans, coordinate preparedness activities, and conduct drills and exercises • Brief senior officials and conduct summary status briefings at least quarterly • Communicate safety matters among project teams, contractors, and regulatory agencies • Participate in safety meetings, committees, and industry organizations • Mentor subordinate staff if supervisory responsibilities exist
• Bachelor's degree in occupational health and safety, engineering, or a related field • Minimum of 5 years of safety experience • Experience and familiarity with Safety Management Systems • Documented proficiency developing and implementing safety programs, policies, and procedures • Experience in hazard identification, risk mitigation, and incident investigations • Knowledge of safety training techniques and ability to develop and deliver effective training programs • Familiarity with USACE EM 385-1-1 safety regulations, policies, and guidelines is mandatory • Strong knowledge of federal, state, and local safety regulations, including OSHA standards • Fluent English reading, writing, and speaking ability • Ability to read, analyze, and interpret scientific and technical journals, financial reports, contracts, and legal documents • Ability to respond to inquiries or complaints from customers, regulatory agencies, or business community members • Ability to present information effectively to top management, public groups, and boards of directors • Successful pre-employment federal background check, MVR, and drug screen • Compliance with company drug and alcohol policy • Authorized to work in the US or authorized by the start date • Proficiency in QuickBase, MS Office, MS Project, and/or applicable software • Knowledge and ability to work in USACE RMS • Ability to meet physical demands including climbing ladders, scaffolds, and stairs; lifting up to 10 pounds; wearing personal protective gear; and responding quickly to hazards • Ability to provide reliable transportation • Current, valid driver's license and proof of insurance • Ability to obtain security badges and basic security clearances for federal installations or secure facilities • CSP, OHST, CHST, or similar certification is desirable
