📋 Description

• Take a portfolio-wide approach to ensure systematic, comprehensive, and consistent maintenance standards, processes, and practices across 235+ properties and 13,600+ units in thirty-seven (37) states and Puerto Rico. • Develop, administer, and continuously improve national maintenance policies, standards, and procedures; ensure they are communicated, implemented, and enforced consistently at every property, regardless of geography or program type. • Maintain and update the national maintenance manual, standard scopes of work, unit turn standards, curb appeal standards, and life safety protocols. • Coordinate compliance with local, state, and federal building codes and guidelines, and with HUD, LIHTC, lender, and investor physical requirements across all jurisdictions in which VOANS operates. • Develop and implement a comprehensive system for testing compliance with VOANS standards, and for monitoring and reporting on the physical operations of the portfolio. • Establish, track, and report on maintenance KPIs across the national portfolio, including work order completion and aging, unit turn time, preventive maintenance completion, emergency response time, vacancy readiness, deferred maintenance backlog, and REAC/NSPIRE inspection performance. • Provide KPI dashboards and analysis to Real Estate Operations leadership, Asset Management, and Property Management leadership to support data-driven decision making. • Build and execute property-level and portfolio-level maintenance operational plans that directly support Asset Management efforts to improve performance, including properties designated as Focus or Watchlist under the VOANS three-tier performance monitoring system. • Work closely with Asset Management and Development leadership to improve ongoing site maintenance, physical operations, systems monitoring, and maximization of long-term asset value. • Support due diligence, capital needs assessments, and physical transition planning for acquisitions, dispositions, refinancings, and management transitions across the portfolio. • Design and lead a national technical training and development program for maintenance associates at all levels, in partnership with the Housing Quality and Training team, including hands-on support and classroom instruction as required • Be accountable for maintenance budgets and capital expenses, from development of annual plans to forecasting and tracking of monthly and quarterly financials across the portfolio. • Develop scopes and bids, and supervise large capital projects, including roof replacements, building systems, life safety upgrades, and storm or casualty repairs. • Ensure exterior property standards are maintained, including landscaping, snow removal, and waste management, through appropriate site staffing and national or regional vendor contracts. • Oversee national procurement strategies, inventory control standards for general supplies, parts, and equipment, and vendor insurance and licensing compliance. • Coordinate department staffing models and schedules to ensure proper maintenance and cleanliness of common areas, residential units, and grounds • Build trusting relationships with Property Management leadership (National Housing Corporation), Community Administrators, Asset Management, Housing Quality and Training, Resident Services, and other departmental leaders to enhance facilities operations. • Collaborate with peers to ensure consistency and best practices across the organization. • Prepare departmental reports relating to project performance, KPIs, goals, standards, and benchmarks for executive leadership, board committees, and external partners. • Maintain good working relationships with community partners, investors, lenders, HUD field offices, and state and local agencies across the portfolio footprint. • Regularly communicate and cooperate with lenders and investors on all physical plant reporting and regulatory issues. • All other job-related projects as assigned.

🎯 Requirements

• Minimum eight (8) – ten (10) years of experience in property management, facilities and capital project administration, project management, construction, budgeting, and operations in a multi-family affordable housing environment; multi-state or national portfolio experience strongly preferred. • Minimum five (5) years of supervisory and performance management experience, including coaching, mentoring, and training geographically dispersed maintenance teams. • Demonstrated experience developing, administering, and enforcing standardized maintenance policies, procedures, and quality standards across a large portfolio. • Experience establishing, tracking, and improving maintenance KPIs (e.g., work order completion and aging, unit turn time, preventive maintenance completion rates, emergency response time, deferred maintenance reduction, and inspection scores). • Working knowledge of HUD multifamily programs (Section 202 PRAC, Section 811 PRAC, Section 8 HAP), LIHTC physical compliance requirements, and REAC/NSPIRE inspection protocols. • Prior experience developing and managing operating and capital budgets, including capital budget justification, with excellent financial, contract negotiation, and vendor management skills. • Prior purchasing, procurement, and inventory systems experience. • Computer proficiency in MS Office Suite (Word, Excel, PowerPoint), email, and Teams or similar platforms; housing software experience (RealPage OneSite, Yardi, or comparable) preferred, with willingness to train and support site teams. • Demonstrated experience affecting strategic change across a decentralized organization. • Experience collaborating across departments to meet organizational goals and standards, acting with integrity in all business transactions; experience in agreement and contract management. • Prior experience managing competitive bidding processes and national or regional vendor selection.
