WECC is a membership-based regional organization that coordinates and promotes the reliability and security of the bulk power system across the Western Interconnection. It provides standards development, compliance oversight, registration and certification, planning and performance analysis, and operates programs such as WREGIS (a renewable energy generation information system). WECC convenes industry stakeholders through committees and working groups, publishes reliability and wildfire assessments, and manages governance and member voting processes.

📋 Description

• Serve as a subject matter expert to entities in the Western Interconnection and entities registering as new entities • Focus on certification of new and existing Balancing Authorities, Reliability Coordinators, and Transmission Operators • Perform risk assessments supporting application of the Bulk Electric System definition • Assist entities with documenting footprint changes • Validate Joint Registration Organizations and Coordinated Functional Registrations • Serve as a subject matter expert to other WECC departments • Deliver presentations at workshops, webinars, and conferences about applying CIP standards to transmission facilities, generation facilities, and control center operations • Coordinate with regional entities and NERC to develop and implement policies, procedures, and initiatives • Coordinate the Functional Entity Registration and Certification process • Lead Functional Entity Certification and Certification Reviews • Coordinate toll development for NERC and other Regional Entity staff • Develop and maintain communication and reporting mechanisms for WECC senior management • Participate in ERO Enterprise working groups and regional committees • Lead certification teams for new Reliability Coordinator, Balancing Authority, or Transmission Operator entities • Participate as a team member or subject matter expert in operational entity certifications and certification reviews • Coordinate JRO and CFR activities • Coordinate efforts for multi-regional registered entities • Perform other duties as assigned • Travel a minimum of 15%, with additional travel possible based on business needs

🎯 Requirements

• Five years' experience in the electric utility industry • In-depth understanding of the NERC CIP field • Clear understanding of Entity Registration and Certification processes • Relevant industry experience in at least three listed areas, including CIP Reliability Standards development and FERC/NERC interactions, CIP engineering, CIP auditing, CIP program implementation, cybersecurity certification, SCADA/EMS/BES assets, or transmission planning and operations • Understanding of CMEP processes, including risk assessments, monitoring, and enforcement processes • Knowledge of all NERC Reliability Standards and interdependencies • Industry certifications such as NERC certified System Operator, PMP, CIA, PE, and CRM • Understanding of electric utility operational functions, risks, and controls • Ability to carry out complex analyses, reports, and investigations concerning BPS operations and maintenance • Ability to present research, findings, and recommendations orally and in writing to diverse technical and non-technical audiences • Ability to give clear, comprehensive reports and present findings and recommendations • Ability to work effectively in a team environment • Strong computer literacy and proficiency using PCs • Working knowledge of common applications such as Microsoft Office Suite • Understanding and adherence to sound cybersecurity principles, including protecting sensitive information, using secure passwords, and following organizational cybersecurity protocols
