📋 Description

• Manage and oversee procurement activities supporting humanitarian operations in Cuba • Lead procurement planning, execution, and oversight for complex and high-risk procurements • Ensure compliance with CRS procurement principles, donor regulations, and legal requirements • Oversee procurement systems, processes, and operating procedures for Cuba-related activities • Align procurement plans with programmatic needs, budgets, and operational realities • Provide strategic oversight for high-risk, high-value, and complex procurements • Supervise procurement staff and provide coaching, mentoring, and performance management • Conduct market research and engage suppliers capable of supporting Cuba-related procurement needs • Lead strategic procurement initiatives and tendering processes in restricted operating environments • Coordinate with program, finance, and logistics teams to align procurement timelines with delivery requirements • Manage supplier engagement and performance, including identifying and mitigating supply, regulatory, and reliability risks • Monitor market conditions, regulatory developments, and external factors affecting Cuba-related sourcing and supply chains • Ensure procurement actions are compliant and supported by complete, accurate, audit-ready documentation • Advise stakeholders on sourcing approaches and contribute to procurement decision-making • Support capacity strengthening through training and mentoring procurement and non-procurement staff

🎯 Requirements

• Bachelor’s Degree in Business Administration or related field • Minimum of 5 years of procurement experience • Experience supporting procurement in restricted, regulated, or complex operating environments • Experience managing complex international procurement or supply chains involving multiple vendors and markets • Must be able to secure transportation, such as a personal vehicle, public transportation, or taxi, to access work locations • Knowledge of donor procurement regulations, including Department of State regulations • Knowledge of international and national procurement regulations and local market conditions in the US, Latin America, and Caribbean region • Knowledge of contract terms and ability to complete purchase orders against specifications • Proficient in MS Office, including Outlook, Teams, Excel, Word, and PowerPoint • Strong analytical and decision-making skills in complex or constrained environments • Fluency in English and Spanish, written and spoken • Willingness and ability to travel up to 30% to CRS and vendor locations in the US, Latin America, and the Caribbean • Professional certification in procurement or supply chain management preferred • Experience with Enterprise Resource Management (ERP) preferred • Two years of supervisory or management experience preferred
