📋 Description

• Advise a major public-sector client on the awarding and execution of public contracts • Contribute to procurement strategy and the implementation of procurement policy • Support internal stakeholders in defining their requirements • Draft procurement and tender documents, excluding technical specifications (CCTP) • Conduct financial analyses of bids and support the technical evaluation • Prepare for and participate in negotiations • Draft negotiation reports • Award contracts in accordance with the client’s internal procedures • Manage contracts from notification through to proper execution • Manage and negotiate contract amendments • Conduct contract reviews and prepare lessons-learned assessments • Ensure cost, quality, and timeline objectives are met • Work in a project-based environment with multiple stakeholders

🎯 Requirements

• Master’s degree (Bac+5 equivalent) in procurement, or law with a specialization in public procurement • Significant experience in a complex environment • Strong knowledge of public procurement regulations and a keen interest in procurement • Ability to identify negotiation levers and lead supplier negotiations in a project-based environment with multiple stakeholders • Excellent analytical skills, particularly in price breakdown and cost analysis • Full autonomy in project management • Excellent interpersonal skills • High level of accuracy and rigor in drafting tender documents and conducting analyses • Ability to manage procurement timelines, anticipate risks of delays or deviations, and adjust plans when necessary • Adaptability, rigor, and initiative • Excellent written and verbal communication skills • Knowledge of professional services and IT services contracts • Experience in public procurement is required • Strong interest in the airport sector • Expertise in IT, professional services, or construction is an advantage
