• AIS is seeking a qualified candidate to evaluate and recommend improvements to regulatory processes to enhance responsiveness to emerging scientific data and environmental changes affecting Gulf fisheries • The successful candidate will assess existing framework procedures and explore how other regional fishery management councils implement streamlined regulatory approaches, particularly under the Magnuson-Stevens Act and NEPA • Review and report on relevant regulatory processes and their underlying data • Anticipated work products should include but not be limited to the following: conduct an in-depth review of regulatory processes in each of the other seven regional management councils • Identify processes, procedures, and data requirements that each regional management council has either documented as increasing throughput or was implemented with the intention of increasing throughput and aiding in management flexibility • Capture data needs (e.g., indices or full stock assessments) as well as the frequency (e.g., annually or every 3-years) of data product delivery • Document the time/resources that the regional management council has utilized to implement these regulations in a streamlined fashion • For example, summarizing the number and types of meetings (e.g., 3 Scientific and Statistical Committee meetings, 2 Advisory Panel meetings, and 4 council meetings) needed to complete the regulatory streamlining effort • Quantify lessons learned or potential trade-offs between efficiency and transparency of the process • Any positive or negative feedback from stakeholders, council participants, and staff members should also be considered • Identify any performance metrics after implementation on stock status and regulatory efficiencies • Identify mechanisms that meet the requirements of the Magnuson-Stevens Act and other applicable laws (e.g., NEPA) that could be applied to Gulf fisheries to improve the timeliness and efficiency of regulatory changes • Develop a final report based on findings
• PhD with at least 10 years of relevant experience • Familiarity with the U.S. Federal fisheries management system, including a thorough understanding of the Magnuson-Stevens Act and the National Standard 1 Guidelines (specifically, 50 CFR: Sections 600.305 – 600.320), the National Environmental Policy Act, other Applicable Laws • General understanding of commercial and recreational fisheries in the Gulf of America • Ability to work independently to review, assess, and synthesize materials to meet deadlines • Strong written and verbal skills • Demonstrated ability to organize, synthesize, and compartmentalize information into clear categories of information
