• Perform pre-award functions for assigned requirements, including gathering historical information, conducting and documenting market research, advising on applicable laws/regulations, and coordinating internal reviews and approvals. • Draft and edit acquisition documentation for Government review, including RFQs/RFPs/IFBs, combined synopsis/solicitations, determinations and findings, source selection documentation, and file memoranda. • Prepare pre-solicitation and solicitation notices for posting through appropriate channels (e.g., SAM.gov, GSA eBuy, other agency platforms). • Support 8(a) acquisitions by preparing offering letters and documentation and coordinating with SBA; enter data into SBCX for small-business reviews as required. • Facilitate communications with GWAC/Schedule ordering activities and assist with pre-proposal conferences and vendor engagements, as requested. • After receipt of offers/quotes, help control vendor communications, support technical and past performance evaluations, assist with scoring/ranking, and prepare price/business analyses and negotiation documentation. • Prepare award documents and modifications (unilateral and bilateral), ensure inclusion of accurate terms and conditions, and support option exercise, de-obligations, and closeout. • Create and maintain complete electronic contract files in ICE/official systems; deliver finalized files to the COR within required timeframes. • Produce timely, accurate status reporting, including weekly status reports, bi-weekly updates, and monthly progress data (number of actions, PALT, file status).
• Bachelor’s degree • At least five (5) years of cradle-to-grave federal contracting experience, including pre-award, award, and post-award activities. • Current or previous FAC-C certification or civilian equivalent (e.g., DAWIA, DHS, or other agency certification). • Demonstrated experience with federal acquisition regulations (FAR) and agency supplements (e.g., HHSAR) and applying them to real procurements. • Previous experience using ICE (Integrated Contracts Expert) for contract creation, modifications, and file maintenance (explicitly preferred in the RFQ). • Prior HHS or CDC acquisition support experience, including knowledge of HHS/CDC local policies and templates. • Experience supporting T&M/LH, FFP, and other contract types across multiple vehicles (e.g., GSA Schedules, GWACs, IDIQs). • Strong drafting skills for acquisition documents and correspondence; attention to detail in file documentation and data entry (e.g., FPDS). • Demonstrated ability to manage a high-volume workload and meet time-sensitive acquisition deadlines while maintaining file quality.
