📋 Description

• Develop, review and update the project EHS plan and site EHS procedures from mobilization through project close-out. • Communicate and coordinate the implementation of GEV EHS programs and assist the GEV site manager, supervisors and subcontractors with their execution. • Ensure effective implementation of GEV life‑saving rules (LSR) and the work process for high‑risk operations (HRO) and routine operations, including the implementation of work permits, AST (task safety analyses), pre‑task briefings, last‑minute risk assessments (LMRA), etc. • Actively participate in the development, review and implementation of hazard identifications, risk assessments, risk registers, rescue plans, safe work methods, lifting plans, etc. • Ensure that risk assessments, safe work methods and task safety analyses are in place and communicated to everyone involved or likely to be affected by the task before work begins. • Focus on and actively contribute to the safe execution of high‑risk operations (HRO) by concentrating on critical risks and preventing potential severe events (PSE). • Actively contribute to GEV’s contractor EHS management process on the assigned site, from prequalification, through mobilization and onboarding, during execution of the work and until demobilization and performance evaluation. • This includes reviewing their EHS documentation and programs and verifying all EHS certifications, attestations and authorizations for their personnel and equipment. • Conduct site rounds to verify EHS conditions and coach crews on site, as needed, in the implementation of the site’s EHS programs and plans (including those of GEV, the client and/or the prime contractor) and in resolving issues. • Carry out regular, rigorous and consistent site EHS inspections, identifying gaps and opportunities for improvement. • Act as a solutions creator for the assigned site. • Organize and participate in joint EHS visits and site rounds with management (Gemba), clients and subcontractors. • Actively participate in EHS audits and in assessments of site EHS culture maturity. • Provide EHS awareness sessions to assigned site personnel as required. • Contribute to incident investigations and analysis of all accidents or near‑misses. • Identify trends and root causes, follow up on corrective and preventive actions and share lessons learned. • Ensure all internal and external EHS reports are completed on time, with quality and accuracy. • Inform GEV project management of hazardous acts/conditions observed on the project site so corrective measures can be taken quickly to eliminate unsafe behaviours/conditions. • Take necessary actions to stop hazardous behaviours or conditions before they result in injury or an incident. • Perform documented, regular EHS inspections. • Organize EHS orientations and assist contractor/subcontractor EHS representatives in arranging EHS orientations for all construction personnel and visitors arriving at the project site. • Organize, lead and participate in toolbox talks, EHS breaks, EHS meetings, site committees, EHS committees, shift‑start briefings, work method roll‑out meetings, EHS start‑ups, etc., for GEV employees and subcontractors. • Ensure subcontractors hold weekly EHS meetings and regular toolbox talks. • Act as the site support liaison to help comply with GEV EHS programs and requirements. • Liaise at site level with client representatives, partners and subcontractors, as well as medical and fire/emergency services, and local regulatory agencies (CNESST, etc.) on site EHS matters. • Ensure GEV (and prime contractor/client) site emergency plans are in place and that emergency and rescue exercises are conducted. • Identify and share best practices within the region. • Help the site team leverage best practices from other sites. • Closely monitor key EHS performance indicators by providing on‑site expertise. • Monitor project EHS performance, execution and partner EHS support, as applicable, for improvements or as needed. • Ensure the site has identified all applicable EHS laws and standards, and ensure understanding of internal, regulatory and contractual EHS requirements to maintain compliance. • Ensure environmental requirements are met and participate in the management of on‑site waste, discharges and emissions. • Ensure optimal and effective management of rescue and emergency equipment, EHS equipment and PPE for GEV personnel, subcontractors and visitors on site. • Participate in the creation, management, maintenance and archiving of required EHS documentation in site EHS binders, registers and files and in Gensuite and/or Complyworks, including EHS forms, training records and proofs, chemical inventories, SDSs, equipment inspection and calibration records and proofs, and inspection certificates and conformity/certification records for lifting gear, tools and machinery, etc. • Identify management best practices that could be useful to other sites and communicate them to the regional project EHS manager.

🎯 Requirements

• Bachelor’s degree (or equivalent) in a technical field (mechanical, electrical, etc.) with additional EHS training, or a university diploma/degree in EHS. • More than 5 years of experience in an EHS role, with exposure to multiple EHS disciplines in a construction project environment. • Knowledge of the energy sector is mandatory (experience in the hydroelectric sector is an asset). • CoSS certification (Health and Safety Coordinator) or mandatory Construction Site Safety Officer certificate issued by CNESST. • Strong mastery of risk management and prevention protocols and mechanisms related to high‑risk operations (mechanical lifting, confined‑space work, work at height, electrical hazards, energy isolation/lockout, chemical hazards, asbestos, lead, heavy machinery, ergonomics, etc.). • Solid knowledge of Quebec EHS regulations (LSST, RSST, CSTC, LMRSST, Regulation on prevention mechanisms specific to a construction site, etc.) and those of other Canadian provinces and territories. • Available and able to work on construction sites and at hydroelectric plants in remote locations (primarily in Quebec, but also in other Canadian provinces and territories), on long shifts, in rotation (as required by the project) and with varied schedules (day and night shifts). • Physically able to work at height and in confined spaces, climb ladders, etc. • Fluent in French; English proficiency is a major asset. • Permanent resident in Canada or Canadian citizen.
