• Provide financial analysis and recommendations to support strategic planning, resource allocation, and operational decision-making. • Monitor budget execution and financial performance to ensure compliance with federal regulations, appropriations law, and agency policies. • Develop financial reports, spending analyses, forecasts, and budget justifications for senior leadership. • Oversee financial management activities including budgeting, accounting, internal controls, financial reporting, and audit readiness. • Conduct financial reviews and identify risks, trends, and opportunities for cost savings and operational efficiencies. • Advise leadership on financial management policies, procedures, compliance requirements, and funding strategies. • Coordinate with program managers and stakeholders to evaluate funding requirements and recommend resource allocation solutions. • Support audits, corrective action plans, and financial management reviews involving internal and external oversight organizations. • Ensure the integrity, accuracy, and reliability of financial data and financial management systems.
• Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, or related field • Minimum 15 years of progressively responsible experience in federal financial management, budgeting, accounting, or related disciplines • Extensive knowledge of federal financial management principles, budgeting, accounting, and appropriations law • Strong understanding of budget formulation, execution, fund control, and financial reporting in a federal environment • Experience developing and implementing financial policies, procedures, and internal controls • Advanced analytical, forecasting, and financial management skills • Proficiency with Microsoft Excel and financial management systems • Experience managing budget formulation and execution activities within a federal agency environment.
