• Serve as a key liaison between technical teams and government stakeholders, supporting the analysis, design, and implementation of ICAM solutions. • Work closely with program managers, architects, and security personnel to ensure ICAM solutions align with mission objectives, federal policies, and industry best practices. • Elicit, analyze, document, and manage business and functional requirements related to ICAM programs and initiatives. • Translate complex ICAM concepts and technical requirements into clear, actionable documentation for both technical and non-technical stakeholders. • Support the development and maintenance of ICAM program documentation, including concept of operations (CONOPS), business process flows, use cases, and standard operating procedures (SOPs). • Conduct gap analyses between current ICAM capabilities and desired end-state objectives, providing recommendations for improvement. • Collaborate with technical teams to support the design, integration, and deployment of ICAM solutions including identity proofing, authentication, authorization, and federation services. • Assist in the development of ICAM roadmaps, strategies, and implementation plans in alignment with federal mandates such as FICAM, NIST SP 800-63, and Zero Trust Architecture principles. • Facilitate working groups, stakeholder meetings, and requirements workshops, capturing and tracking action items and decisions. • Support testing and validation activities, including developing test cases, participating in user acceptance testing (UAT), and documenting results. • Monitor and track program milestones, risks, and dependencies, escalating issues as appropriate. • Provide support for Agile ceremonies including sprint planning, backlog refinement, and retrospectives. • Assist with the preparation of briefings, status reports, and executive-level presentations for government stakeholders.
• Bachelor's degree in Information Technology, Computer Science, Business Administration, Cybersecurity, or a related field from an accredited college or university. • 3+ years of experience as a Business Analyst supporting IT or cybersecurity programs, with at least 1+ year of direct ICAM-related experience. • Active Secret Clearance required. • Exceptional communication skills in English – both written and oral – with the ability to effectively communicate with technical and non-technical stakeholders at all levels. • Demonstrated knowledge of ICAM concepts including identity lifecycle management, credentialing, access management, and federation. • Familiarity with federal ICAM frameworks and standards, including FICAM Roadmap, NIST SP 800-63 (Digital Identity Guidelines), and OMB policies. • Experience eliciting and documenting business and functional requirements, user stories, and process flows. • Proficiency in creating business analysis artifacts such as CONOPS, use cases, gap analyses, and SOPs. • Experience facilitating stakeholder meetings, workshops, and working groups. • Ability to support testing activities, including test case development and UAT participation. • Familiarity with Agile development methodologies, especially Scrum. • Strong analytical and critical thinking skills with the ability to identify problems and recommend solutions. • Ability to work independently and collaboratively in a remote team environment. • Active Secret Clearance.
