• Serve as the lead contact for federal agency clients, guiding trading partners through the complete IAA/IRWA lifecycle from GT&C negotiation through Order (SF 7600A/7600B) execution, performance tracking, receipting, and agreement closeout • Initiate, process, and track intragovernmental Buy/Sell transactions in the U.S. Treasury G-Invoicing (G-Inv) system, including GT&C setup, order brokering, performance information exchange, and settlement validation through IPAC • Monitor transactions and oversee the receipt of goods and services; manage and reconcile Undelivered Orders (UDOs) and Unfilled Customer Orders (UCOs) to ensure records are accurate and up-to-date • Monitor financial transactions across USCG's Financial Systems Modernization Solution (FSMS), General Ledger (GL), and Acquisitions Performance Management System (APMS) • Identify, research, and resolve discrepancies within financial systems; perform regular reconciliations to ensure data accuracy and integrity across all platforms • Advise USCG program managers and staff on federal financial policies, IAA procedures, and best practices for intragovernmental transactions • Support DHS/USCG alignment with government-wide IAA standardization and modernization efforts, including ongoing U.S. Treasury policy updates • Assist in determining whether transactions qualify as Interagency Acquisitions (IA) or non-acquisition IRWAs using the IAA Transaction Questionnaire, Findings, and Determination process • Maintain complete and auditable supporting documentation for all transactions in accordance with DHS/USCG financial policies and CFO audit requirements • Contribute to Bi-Weekly IRWA & IA Status Reports covering lifecycle project activities for current and prior fiscal years, due every other Monday • Support periodic financial and performance reporting as directed by the COR and Project Manager • Assist with Control Objective Mapping — translate compliance checkpoints into testable criteria and evidence requirements in coordination with auditors and oversight personnel • Comply with all USCG/DHS rules, regulations, safety, and security policies; complete required DHS IT Security Awareness Training and sign DHS Rules of Behavior • Performs other related duties as assigned
• Bachelor's degree with 2 years of experience in a relevant specialty (federal financial management, resource management, or federal acquisition); OR 10 years of equivalent work experience in a related field (no degree required) • Strong background in federal financial management, budget execution, or federal acquisition — required • Hands-on experience with the U.S. Treasury G-Invoicing (G-Inv) platform — explicitly required; candidates without this will not meet the minimum threshold • Familiarity with federal financial systems including USCG FSMS, APMS, General Ledger platforms, and/or comparable federal ERP systems • Working knowledge of intragovernmental (IGT) Buy/Sell transaction standards, IPAC processes, and Treasury Account Symbol (TAS) / Agency Location Code (ALC) accounting elements • Understanding of applicable federal law and policy including the Economy Act (31 U.S.C. §1535), DHS Financial Management Policy Manual (Chapter 3, §3.7), and USCG interim financial policies • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) • Strong analytical and reconciliation skills with high attention to detail and data accuracy • Clear written and verbal communication skills in English for advising program staff, preparing reports, and interfacing with federal trading partners • Ability to prioritize competing deadlines and manage transaction workload in a structured, remote federal environment • Consistent attention to detail with the ability to identify and resolve financial discrepancies • Ability to organize necessary resources, including people, tools, and time to meet tight deadlines and achieve desired results • Demonstrated proficiency in oral and written communication, evidenced by experience preparing and delivering reports, analyses, training materials, and briefings to diverse audiences • Experience with Agile methodologies, program planning, risk management, and performance reporting • Strong communication and stakeholder engagement skills at the senior executive level • Consistent attention to details with the ability to identify discrepancies • Ability to organize necessary resources, including people, tools and time to meet tight deadlines, achieve desired results • Working knowledge of Quickbooks, Unanet, or accounting software system preferred • Ability to prioritize and handle project meeting deadlines
