📋 Description

• Guide World Vision’s regional food assistance and UN grants portfolio • Integrate food assistance into multi-sectoral humanitarian responses • Provide technical guidance to field offices on program pre-positioning, design, implementation, and close-out • Conduct operational risk analyses and advise on accountability mechanisms and donor/community compliance • Lead resource mobilization strategies for UN agencies and institutional donors • Support offices in identifying opportunities, developing proposals, and diversifying portfolios • Lead donor intelligence, forecasting, pre-positioning, and pipeline development • Conduct quality assurance of proposals, budgets, and logical frameworks • Oversee programs from start-up through close-out and strengthen coordination across program, finance, supply chain, and MEAL teams • Standardize tools, systems, and SOPs for food, cash, and UN grants • Support financial oversight, budget management, cost-efficiency, audits, and resolution of findings • Provide surge support during emergencies • Lead risk identification, monitoring, mitigation, accountability, AAP, and safeguarding strategies • Lead market assessments, modality selection, transfer-value calculations, and delivery mechanisms • Support commodity planning and partnerships with FSPs, MNOs, private-sector, and local actors • Promote digital solutions, innovation, and cash and voucher programming • Design and deliver capacity building, tools, guidance, training, mentoring, and technical coaching • Document and share best practices and serve as technical lead and custodian of standards • Engage with UN agencies, donors, governments, partners, clusters, and technical forums • Provide strategic briefings and influence sector policies and funding priorities • Travel frequently, including to fragile and high-insecurity environments

🎯 Requirements

• Bachelor’s degree required in Project Management, Business, Operations Management, Food Security & Livelihoods, Economics, or equivalent • 10 years’ experience in humanitarian work • Minimum 5 years in food and cash assistance management • Minimum 5 years in project management, technical advisory services, grant management, program design, donor relations, and related fields • Minimum 5 years in management roles for food assistance, cash assistance, or UN partnerships • Familiarity with relief and development settings • Strong knowledge of major food/cash donors and regulations • Proven track record coordinating medium to large-scale country operations • Extensive experience engaging donors, governments, and stakeholders • In-depth knowledge of food assistance and UN grants programming • Experience in Health & Nutrition, Food Security & Livelihoods, Child Protection, or Education • Understanding of regulatory environments, compliance requirements, humanitarian standards, procedures, funding mechanisms, and budget management • Excellent presentation skills and ability to communicate sensitively in humanitarian contexts • Bilingual excellent spoken and written Spanish and English communication skills • Must be willing and able to travel frequently; at least 60% travel required • Must be able to pass Hostile Environment Awareness Training (HEAT) • Ability to work in remote and fragile contexts with limited amenities • Local applicants only • Must affirm World Vision’s core documents and observe conduct compatible with Christian principles, where legally permissible • Master’s degree, formal specialist training, Train-of-Trainers/facilitator training, and French or Portuguese are preferred or advantageous
