• Represent AbbVie’s Illinois headquarters and lead strategic relationships with state and local government, economic development, and community stakeholders • Set lobbying and advocacy strategies for state legislative and regulatory activity • Assess political and public policy environments and recommend AbbVie’s approach • Represent AbbVie on legislation and regulations affecting the company • Cultivate relationships with governors, lieutenant governors, attorneys general, state legislators, local officials, regulators, and external stakeholders • Support U.S. site selection initiatives by evaluating opportunities and coordinating regional engagement • Collaborate with the U.S. Strategic Alliances Director on state legislative and political expertise • Partner with Federal Government Affairs, U.S. Policy & Analytics, Commercial, Legal, Market Access, Corporate Affairs, and regional and district managers • Develop legislative, regulatory, policy, and political solutions aligned with commercial objectives • Represent AbbVie at state legislative and political events and lead trade association task forces and coalitions • Develop engagement plans for national groups affecting state policy and political initiatives • Coordinate with Federal Government Affairs on state and national politics, policy, lawmakers, and associations • Hire and manage outside consultants within the region • Develop and oversee the regional state government affairs budget • Ensure lobbying and political giving compliance, including required registrations
• Eight to ten years’ experience in lobbying, public administration, political party activity, legislative staff work, or related experience • Experience in health care industry or other highly regulated industry preferred • Strong executive presence and ability to influence and navigate political landscapes • Ability to master complex policy and legislative issues and develop innovative strategies • Thorough knowledge of major state health programs, including Medicaid • Knowledge of state finance and appropriations processes • Understanding of private healthcare marketplace dynamics, including insurance, drug benefit plans, PBMs, pharmacies, employers, and consumers • Ability to act independently and demonstrate sound business judgment • Ability to create and implement comprehensive Government Affairs strategies • Strong analytical, critical thinking, interpersonal, organizational, persuasive speaking and writing skills • Flexibility, adaptability, resourcefulness, creativity, attention to detail, and ability to work under deadlines • Expertise in developing PowerPoint presentations and translating complex policy issues into clear content • Ability to collaborate in a fluid organizational environment • Bachelor’s degree in a related field such as health care administration, political science, public administration, or policy • Comprehensive knowledge of all Microsoft Office applications • Strong relationships across Illinois state and local policymakers
