📋 Description

• Represent AbbVie’s Illinois headquarters and lead strategic relationships with state and local government, economic development, and community stakeholders • Shape and execute state and local engagement strategies supporting business objectives and AbbVie’s presence in Illinois • Set lobbying and advocacy strategies affecting state legislative and regulatory activity • Engage directly with policymakers, regulators, third-party groups, and coalitions • Assess political, legislative, and regulatory environments and advise on risks, opportunities, and AbbVie’s approach • Cultivate relationships with governors, lieutenant governors, attorneys general, state legislatures, and local officials • Support US site selection initiatives by evaluating opportunities and coordinating regional engagement • Partner with the US Strategic Alliances Director on state legislative and political expertise and policy advocacy strategies • Collaborate with Federal Government Affairs, US Policy & Analytics, Commercial, Legal, Market Access, Corporate Affairs, and regional and district managers • Develop legislative, regulatory, policy, and political solutions aligned with regional commercial objectives • Represent AbbVie at state legislative and political events, trade association task forces, and coalitions • Develop engagement plans for national groups affecting state policy and political initiatives • Coordinate with Federal Government Affairs on state and national politics, policy, lawmakers, and associations • Hire and manage outside consultants within the region • Develop and oversee the regional state government affairs budget • Ensure compliance with lobbying, campaign finance, political giving, and registration requirements

🎯 Requirements

• 8–10 years’ experience in lobbying, public administration, political party activity, legislative staff work, or related experience • Experience in the health care industry or another highly regulated industry preferred • Strong executive presence and ability to influence and navigate political landscapes • Ability to master complex policy and legislative issues and develop innovative strategies • Thorough knowledge of major state health programs, including Medicaid • Knowledge of state finance and appropriations processes • Understanding of private healthcare marketplace dynamics, including insurance, drug benefit plans, PBMs, pharmacies, employers, and consumers • Ability to act independently and demonstrate sound business judgment • Ability to create and implement comprehensive Government Affairs strategies • Strong analytical, critical thinking, interpersonal, organizational, and communication skills • Ability to speak and write persuasively and clearly • Flexibility, adaptability, resourcefulness, creativity, and attention to detail • Proven ability to work under deadlines and collaboratively in a fluid organizational environment • Expertise developing PowerPoint presentations and translating complex policy issues into clear internal content • Bachelor’s degree in a related field such as health care administration, political science, public administration, or policy • Advanced degree preferred • Comprehensive knowledge of all Microsoft Office applications • Domestic travel of 40 percent required • Strong relationships across Illinois state and local policymakers
