📋 Description

• Support the Program Manager in organizing, planning, scheduling, implementing, controlling, analyzing, and reporting on task order elements • Serve as the focal point for task status in the Program Manager's absence • Manage assignment and deliverable trackers covering milestones, dependencies, risks, issues, and action items • Track deliverable volumes against Statement of Work ceilings and flag potential out-of-scope tasking • Manage tasking intake and prioritization for requests from government stakeholders • Integrate and oversee prime and subcontractor work across portfolios • Maintain staffing continuity, retention, vacancy, and backup coverage plans • Support corrective action processes when quality degrades • Coordinate with associate contractors and maintain the Organizational Conflict of Interest register and related actions • Coordinate management plans, weekly and monthly status reports, quarterly OMR/PMR materials and minutes, weekly IMS updates, and monthly risk register updates • Consolidate financial, acquisition, engineering, scheduling, risk, and analytics inputs into program reports, briefings, audit responses, and RFIs • Oversee internal quality reviews and coordinate corrections following Government comments or rejection • Ensure deliverables conform to Section 508 standards and are submitted in PDF and editable formats • Support official records identification, organization, documentation, and knowledge-sharing best practices • Lead development of SOPs, templates, trackers, roles and responsibilities, performance metrics documentation, process improvement tools, test plans, and build guides • Recommend improvements and support implementation of Government-owned or Government-operated tools • Support kick-off meetings, facilitate meetings and working groups, and prepare minutes • Support strategic planning, the SCPM Strategic Roadmap, emergency response planning, and contract administration • Support COOP planning and exercises, CPARS self-assessments, SSI training confirmation, employee departure notices, exit briefings, and Government property return • Lead transition-in and transition-out planning, including document and materials inventories, milestones, risks, mitigation, transition briefings, and staff replacement transitions

🎯 Requirements

• Bachelor's degree (relevant experience may substitute) • PMP certification • 8 or more years of program management or program office support experience • At least 5 years leading comparable federal programs • Experience coordinating multidisciplinary teams and high volumes of recurring deliverables for a federal client under fixed-price or performance-based contracts • Experience with federal acquisition program support, including acquisition lifecycle documentation, performance reporting, risk and issue management, and integrated scheduling • Experience developing SOPs, managing official records or document control, and leading process improvement • Proficiency with Microsoft Project, Microsoft Office, and SharePoint • Strong writing, facilitation, and stakeholder communication skills • Ability to manage competing priorities across multiple portfolios • Preferred: Experience supporting TSA, DHS, or a comparable federal security capability or acquisition portfolio, including SETA support • Preferred: Knowledge of TSA and DHS acquisition policies, including DHS Directive 102-01, and familiarity with the Transportation Security Equipment lifecycle • Preferred: Experience with PPBES, spend plans, CPIC products, strategic planning products, performance metrics, and roadmaps • Preferred: Experience with Power BI or Oracle Business Intelligence Suite; Section 508 testing; contract transitions, CPARS self-assessments, and corrective action plans
