📋 Description

• Lead the annual and multi-year enterprise capital planning process • Develop and maintain capital allocation strategies, governance policies, approval thresholds, and decision-making frameworks • Facilitate capital review committees, investment councils, and executive governance forums • Maintain the enterprise capital portfolio and investment pipeline • Recommend capital allocation priorities and develop scenario analyses • Lead business case development and capital request evaluation • Establish methodologies for ROI, NPV, IRR, payback period, benefit realization, and risk assessment • Oversee the capital investment portfolio and monitor utilization, performance, risks, dependencies, and resource constraints • Partner with FP&A, Accounting, Actuarial, Treasury, and Strategy teams on financial planning and analysis • Develop capital forecasts and expenditure projections; monitor approved versus actual spend and variances • Prepare Board-level and Executive Leadership reporting packages, dashboards, and KPI reporting • Establish post-implementation reviews and monitor financial and operational benefit realization • Conduct investment look-back analyses and develop corrective action plans • Partner with executive leadership on investment opportunities, corporate strategy, growth planning, mergers, acquisitions, provider partnerships, and expansion investments • Assess emerging healthcare technologies, digital capabilities, and operational innovations • Build and lead a high-performing Capital Planning Office • Manage capital planning analysts, portfolio managers, and financial consultants • Develop enterprise investment planning capabilities and best practices • Foster collaboration across functional business units and serve as a trusted advisor to executive leadership

🎯 Requirements

• 10+ years of progressive leadership experience • 5+ years leading large-scale investment governance programs • Bachelor's degree in Business Administration, Healthcare Administration, Information Systems, Project Management, or related field • Experience with Medicare Advantage plan operations • Knowledge of the CMS regulatory environment • Technology portfolio management experience • Enterprise PMO leadership experience • Experience with capital-intensive transformation programs • Experience with multi-state health plan expansion initiatives • Exceptional stakeholder management and communication skills • Strong organizational and analytical skills • Ability to perform the essential physical functions described in the posting, with reasonable accommodations available
