đź“‹ Description

• Recruit and assign employees to projects based on skill, certification, grade, and availability • Build balanced crews and confirm crew composition before mobilization • Coordinate employee mobilization and demobilization with field leadership and employees • Track employee availability, assignments, bench status, leave, and readiness to deploy • Coordinate work authorization and travel clearance • Work with supply chain on lodging, vehicles, and site logistics while controlling costs • Maintain manpower forecasts and flag staffing shortfalls to the Vice President of Technical Services • Own recruiting, including requisitions, offers, screening, onboarding, referrals, project rosters, and trade networks • Hire to project ramp requirements and validate certifications and demonstrated ability before offers • Maintain rehire, callback, and qualified candidate lists by trade and grade • Build relationships with trade schools, apprenticeship programs, and military and veteran hiring channels • Report hiring against plan, including open positions, time to fill, and pipeline gaps • Serve as primary point of contact for field employees regarding assignments, mobilization, training, and pay • Manage performance reviews, address performance and attendance issues, and document corrective actions and improvement plans • Partner with Human Resources on disciplinary and employee relations matters • Resolve employee concerns and conflicts and escalate when necessary • Review and approve timecards, confirming hours and job charging are accurate • Support onboarding, mobilization, and demobilization at each site • Track certification and site access requirements and maintain training and certification records • Coordinate safety training, testing, grade advancement recommendations, apprenticeship, and Certified Trainer programs • Report workforce status, utilization, bench cost, coverage, and open gaps to the Vice President of Technical Services • Prepare and maintain JCE records for assigned projects • Maintain pay, cost, and bill rates; approve rate changes and set up jobs and assignments in AP4 systems • Supply availability and manpower data for proposals and bids • Provide workforce strategy input based on field conditions, crew performance, and staffing trends • Maintain employee rosters, skills records, and assignment histories • Use and maintain resource management, job cost, timekeeping, HR, and document control systems • Collaborate with Finance, Human Resources, EHS, supply chain, and project teams • Promote AP4 safety policies and company culture and perform other assigned duties

🎯 Requirements

• Direct experience working on active industrial construction job sites; office-only construction experience does not meet this requirement • Working knowledge of construction craft trades, including millwright, pipefitting, welding, electrical, and rigging • Familiarity with craft classifications, apprenticeship structures, and certifications such as NCCER, AWS, and NCCCO • Direct experience coordinating or supervising field employees on active projects • Demonstrated success recruiting field trades in a competitive labor market • Established relationships with trade schools, apprenticeship programs, or veteran hiring channels • Business acumen, including understanding how internal systems, employee mix, rates, per diem, and bench time affect job cost and margin • Ability to work through ambiguity and adjust to incomplete or changing information • Willingness to handle employee performance conversations directly and fairly • Strong organizational skills and close attention to detail • Proficiency with workforce business systems, including timekeeping, job cost, HRIS, document management, and spreadsheets • Clear written and verbal communication with field crews, field supervision, and management • Ability to handle a wide range of duties accurately and quickly under time-sensitive deadlines • Credibility with field employees • English proficiency required • Eight or more years in construction, field services, or workforce coordination, including direct time on active industrial job sites • Demonstrated track record of direct resource management within a craft organization, including assigning craft to projects, coordinating mobilization, and tracking availability, certifications, and grade progression • A degree in construction management, business, human resources, or a related field is a plus; it is not required and does not substitute for job site or craft resource management experience • Preferred: experience supporting LNG, petrochemical, or similar heavy industrial projects • Preferred: prior experience holding a craft or field supervisory position • Preferred: experience with gas turbine installation or rotating equipment scopes
