📋 Description

• Support defining business and systems requirements for a federal customer • Work with business sponsors and stakeholders to define and document system requirements for complex government software systems • Perform analysis supporting project managers in defining project scope and objectives • Facilitate stakeholder meetings to organize work and priorities • Analyze system processes for new and revised business applications • Elicit information and functional requirements from product owners and business sponsors • Document requirements through Concept of Operations, Business Case, and Alternatives Analysis deliverables • Collect and document preliminary data requirements • Generate, present, and refine mockups of proposed solutions • Interface with Enterprise Architecture representatives, team members, and contractors to ensure compliance with technical guidelines • Assist in designing technical specifications for complex, integrated government systems • Perform research, systems analysis, concept development, and systems design • Review and analyze underlying programming code and data structures • Document architecture decisions and results as SDLC deliverables • Champion SOA architecture, enterprise patterns, and governance processes • Conduct market analysis of government and commercial systems • Make recommendations based on collected data, track and forecast market trends, and explain recommendations in the government's best interest • Assist with development testing

🎯 Requirements

• Must be a US Citizen • Subject to a U.S. Federal Government background investigation and must be able to meet the requirements to hold a position of public trust • Bachelor's Degree in Computer Science, Information Technology or related field or equivalent experience is preferred • Minimum 5 years' experience in software/hardware development efforts • Candidates without degrees can be considered with a minimum of 9 years' relevant experience • Strong technical writing skills • Problem-solving and decision-making skills • Ability to create system process deliverable documents, including concept of operations, business case, and alternatives analysis documentation • Ability to use requirements-management, diagramming, and documentation tools • Experience with Visio, Word, Excel, PowerPoint, Azure, and Jira • Ability to produce business requirements documents, workflow diagrams, context diagrams, use cases, and user stories • Understanding of user interfaces and common GUI approaches • Ability to present requirements findings and mockups • Ability to understand formulas used in financial calculations and describe relevant workflows • Working knowledge of SQL Server and Oracle database systems • Experience with SOA management tools and software, including COTS, OSS, and SaaS • Ability to manage business and systems requirements within a SOA framework • Understanding of scalable deployment options: on-premises, cloud, and hosted • Familiarity with requirements-management and IT frameworks such as IEEE, ITIL, Scrum, Agile, and Kanban • Experience with SOA concepts • Experience developing governance and coordination models • Market research skills • Experience with GIS technology and methodology • Familiarity with data modeling concepts • Familiarity with integrating COTS and custom software • Systems design skills including UML diagrams, mockups, context diagrams, entity relationship diagrams, and object models • Familiarity with Enterprise Architecture Frameworks such as TOGAF, FEA/DoDAF, or Zachman • Prior government experience highly desired • Understanding of Federal security families and controls defined in NIST 800-53, rev. 4, FIPS 199, and related security guidance • Prior experience as a web-based software developer
