📋 Description

• Own overall program profit and loss, including revenue recognition, margin performance, cost controls, and variance management • Establish the program operating model, governance cadence, and organizational design • Approve headcount, subcontractor spend, vendor commitments, and major investment decisions within delegated authority • Direct delivery of firm-fixed-price, outcome-based milestones across nine financial process areas • Serve as executive interface to the government program office, senior civilian and military leadership, contracting officer, and contracting officer’s representative • Lead the integrated program team across program management, architecture, functional delivery, development, testing, data migration, change management, and training • Govern teaming partner and subcontractor performance • Own risk and opportunity management, including identification, quantification, mitigation, and escalation • Ensure compliance with federal acquisition and defense business system policies • Direct CDRL deliverables, monthly status reporting, integrated master schedule updates, and earned value or equivalent performance reporting • Drive favorable CPARS ratings and the program’s reference value for future federal pursuits • Champion audit-readiness, financial statement auditability, internal controls, and remediation of legacy audit findings • Direct workforce strategy, including clearance processing, retention, succession planning, and surge capacity • Partner with executive leadership on strategic direction, investment priorities, capability development, and organic growth • Participate in quality assurance activities and protect sensitive information under security policies • Perform other related tasks as assigned

🎯 Requirements

• Bachelor’s degree in a related field, with 15–20 years of professional experience and 8–12 years of progressive people leadership experience; alternatively, 18–24 years of professional experience and 10–14 years of progressive people leadership experience without a degree • 10+ years directing federal or Department of War programs, including direct accountability for program profit and loss • Program Manager or Program Director experience on a federal contract valued at least $100 million • Experience leading integrated delivery organizations of 50+ personnel across multiple subcontractors or teaming partners • Experience delivering ERP programs, preferably SAP ECC and/or SAP S/4HANA, in a federal or defense environment • Working knowledge of FAR and DFARS requirements, fixed-price and cost-reimbursement contracts, and government milestone review and acceptance processes • Experience with integrated master schedule management, earned value or equivalent performance measurement, and formal risk management • Executive-level communication skills for briefing senior government leadership and representing C5MI in formal program reviews • PMP certification or equivalent program management certification required • Active Secret clearance or ability to obtain and maintain one prior to assignment; requires U.S. citizenship • Ability to travel up to 50% to client sites
