• Lead requirements elicitation for interfaces, data conversion, and data cleanse activities, including design reviews and acceptance criteria • Document functional requirements, business processes, user stories, design specifications, and conversion/cleanse plans • Analyze and reconcile legacy and target system data and identify data quality or conversion issues • Collaborate with developers, DBAs, technical specialists, and business stakeholders to ensure solutions meet requirements and Federal regulations • Lead functional and validation testing, including development of test scenarios, test documentation, defect analysis, and troubleshooting • Monitor application and data issues and work with technical teams through resolution • Support end-user training and develop supporting materials • Apply quality assurance and software development best practices and identify opportunities for process improvement • Develop expertise in Momentum Financials, Federal financial management processes, and ERP implementation practices • Mentor junior analysts as needed • Support a high-visibility Federal financial management program
• At least five years of business/systems analysis experience • U.S. citizenship • Ability to pass a Tier 2 MBI background investigation • Bachelor’s degree and at least 5 years of relevant experience; additional experience may substitute for education • Experience with Momentum Financials, including front-end functionality and database/data analysis • Experience supporting Federal financial management systems and processes • Knowledge of Generally Accepted Accounting Principles (GAAP) and the U.S. Standard General Ledger (USSGL) • Familiarity with Federal financial and Treasury reporting, including SF-133 and related financial reporting requirements • Ability to analyze data across multiple systems, research abnormal balances, perform reconciliations, and identify data cleanse requirements • Strong analytical, problem-solving, communication, and documentation skills • Ability to manage multiple priorities and deadlines in a fast-paced environment • Ability to work independently and mentor junior resources • Acquisition subject matter expertise • Experience with Agile methodologies • Ability to write and execute SQL queries • Experience with Momentum Financials or a similar COTS financial ERP system, such as SAP or Oracle
