📋 Description

• Architect and deliver the analytics ecosystem for a federal Human Capital Management modernization initiative • Design and develop Oracle OTBI dashboards for workforce metrics across multiple federal agencies • Build Oracle BI Publisher reports and templates for EHRI, GHRR, SF-113, and HR compliance requirements • Create Oracle Analytics Cloud dashboards with predictive modeling, trend analysis, and executive insights • Configure and optimize HCM Extract processes for bulk data extraction and downstream analytics workflows • Develop interactive organizational chart visualizations and workforce exploration tools • Deliver ad hoc reporting and self-service analytics for agency HR teams • Build solutions supporting EEO/MD-715, FEVS analytics, DEIA reporting, and human capital accountability standards • Ensure analytics outputs meet Section 508 / WCAG 2.1 AA accessibility requirements • Develop semantic layers and governed data models for consistent workforce metrics and KPIs • Translate analytics requirements into technical specifications, wireframes, and reporting architecture • Support agency onboarding through reporting templates, historical data migration, and analytics training • Solve complex technical challenges independently and mentor junior team members • Lead small technical workstreams, review deliverables, and guide Oracle Fusion Cloud HCM best practices

🎯 Requirements

• Ability to obtain and maintain a Public Trust clearance • U.S. Citizenship required • Bachelor’s degree and 7 years of relevant experience; additional experience may substitute for degree • 7+ years of experience in business intelligence, analytics, or enterprise reporting • 5+ years of hands-on experience with Oracle OTBI, Oracle BI Publisher, or similar enterprise BI tools such as Power BI, Tableau, or SAP BO • Strong SQL proficiency with experience writing analytical queries against large-scale HR/HCM datasets • Experience building interactive dashboards with drill-downs, parameters, and dynamic visualizations • Knowledge of headcount, attrition, time-to-fill, workforce planning, and span of control • Experience developing accessible analytics meeting Section 508 / WCAG standards • Familiarity with Agile/SAFe development practices • 8+ years of BI development ideally with Oracle Fusion HCM (desired) • Certifications in Oracle Analytics Cloud or BI Publisher (desired) • Experience with federal HR analytics, including EHRI, GHRR, or federal accountability reporting (desired) • Deep understanding of Oracle Fusion HCM subject areas and data models (desired) • Experience with predictive analytics tools such as R, Python, or OAC machine learning (desired) • Knowledge of federal human capital frameworks, FEVS analytics, and DEIA workforce reporting (desired) • Experience developing HCM Extract solutions for enterprise data warehousing (desired) • Familiarity with Oracle Cloud technologies such as OIC or OCI within HCM/ERP environments (desired)
