• Lead large-scale, complex projects using project management and LEAN principles and techniques • Manage all stages of the project lifecycle, including scoping, planning, management, and implementation • Lead technology-focused projects and enterprise-wide initiatives • Act as liaison between internal and external partners, contractors, and stakeholders • Facilitate collaboration, consensus building, accountability, and stakeholder alignment • Develop project plans covering communications, milestones, priorities, needs, and resources • Organize and facilitate stakeholder meetings to identify needs and build consensus • Analyze business needs, identify technical solutions and process impacts, and inform business cases and project plans • Monitor and communicate project status to sponsors, business owners, and stakeholders • Prepare presentations and reports on project status • Represent the organization regarding project status and strategic alignment • Identify and mitigate barriers to project goals • Ensure compliance with applicable standards, policies, laws, rules, and regulations • Apply advanced change management techniques to support project adoption • Track project costs and identify variances • Develop and recommend operational processes and process improvements, including supporting information systems • Maintain project records, documentation, and reports • Close project files and review records for completeness at project completion • Evaluate post-implementation progress and challenges and identify improvement opportunities • Provide subject matter expertise and guidance for implementation, configuration, and ongoing support of internal systems, technology, and analytics
• Minimum 5 years of related experience, including minimum 4 years managing projects • Independent leadership of a variety of medium- and large-scale projects, plus occasional enterprise-wide complex projects • Minimum 2 years’ experience leading complex information systems projects • Candidate lives in Oregon • Expert knowledge of project management principles, methods, and techniques • Knowledge of organizational change management • Knowledge of agile and waterfall project management frameworks • Ability to apply Lean, PDSA, or Six Sigma process improvement techniques • Expert ability to develop detailed project plans aligned with timelines and budgets • Advanced ability to lead peers, cross-functional partners, and management • Ability to manage multiple activities, matrixed teams, communications, and competing priorities • Excellent skills in Microsoft Office, collaboration, and project planning systems • Resource planning and negotiation skills • Excellent communication, documentation, meeting facilitation, and presentation skills • Ability to work effectively with diverse individuals and groups • Ability to see, read, and perform repetitive finger and wrist movement for at least 6 hours/day • Ability to hear and speak clearly for at least 3–6 hours/day • Preferred: Scrum, Agile, and/or PMI Project Management certification • Preferred: 3+ years’ experience in health plan operations • Preferred: Experience with technical and non-technical teams and projects as a Project Manager • Preferred: Experience leading or facilitating cross-functional teams • Preferred: Smartsheet experience • Preferred: Change Management experience • Preferred: ServiceNow experience • Preferred: 40% of project management experience with Operations • Preferred: Expertise with information systems in the health insurance or related industry
