📋 Description

• Perform ongoing synthesis and analysis of performance information • Conduct moderate to complex analysis of key metrics and program data to identify trends, make predictions, and calculate targets • Lead development of dashboards for visual assessment of metric performance and regulatory compliance • Develop strategic reporting systems for staff, program manager, director, and senior leadership levels • Provide strategic recommendations to leadership based on data and analysis • Identify opportunities for cross-departmental or cross-regional projects, gather requirements, and design solutions • Present data clearly and coach analysts on effective data translation • Provide technical guidance to less experienced analysts in Tableau, SQL, and statistical or evaluative approaches • Review and provide feedback on analytic deliverables • Lead projects with ISBI and internal and external stakeholders • Coordinate distribution and prioritization of analyst work with the supervisor or manager • Represent Analytics & Evaluation teams on workgroups and steering committees • Serve as subject matter expert on clinical measures and key data sets • Coordinate QI technical assistance and data distribution • Support onboarding and development of analysts through training, mentoring, and knowledge transfer • Develop, assess, and implement QI and reporting systems • Create or lead QI process documentation projects • Coordinate regulatory deliverables and ensure timely submission • Serve as QI contact to OHA or CMS for regulatory meetings and deliverables • Provide team leadership, including staffing input, recruiting, hiring, scheduling, coaching, and performance feedback • Perform work aligned with CareOregon’s mission, vision, values, equity, diversity, inclusion, policies, and strategic goals

🎯 Requirements

• Minimum 6 years’ experience in quality improvement, population health, or a related field, including minimum 4 years’ data analytics experience with Tableau and SQL; OR bachelor’s degree in social science, science, or math with minimum 5 years’ experience in quality improvement, population health, or a related field, including minimum 3 years’ data analytics experience; OR master’s degree in data analytics, public health, or health administration with minimum 3 years’ experience in quality improvement, population health, or a related field, including minimum 2 years’ data analytics experience • Experience with people and/or project leadership preferred • SQL for Snowflake experience preferred • Advanced knowledge of program evaluation methodologies and analytic strategies in a payer managed care setting, or advanced data visualization skills • Advanced knowledge of healthcare quality metrics, including CCO incentive measures, Medicare Stars measures, and HEDIS or other measure sets • Advanced knowledge of population health, quality of care concepts and methodologies, FQHCs, community health, and social determinants of health • Working knowledge of health equity, inclusion, and diversity frameworks and their application to data analytics • Strong understanding of Tableau for analysis or advanced proficiency in Tableau for data visualization and dashboard training • Strong understanding of SQL • Advanced proficiency with MS Outlook, Word, and PowerPoint • Advanced proficiency with MS Excel for data analysis and skills with large administrative database reporting functions and/or relational databases • Strong understanding of technical tools for data analysis, visualization, and dashboard building • Ability to gather and analyze data, assess healthcare systems, and develop, implement, and evaluate Triple Aim improvement strategies • Ability to facilitate integration of clinical QI models and methods into existing programs • Strong interpersonal skills • Excellent verbal, written, presentation, meeting facilitation, and report communication skills • Ability to present statistical and technical data clearly using appropriate visual aids • Ability to interface with and assist external stakeholders, including providers and OHA staff • Ability to work independently, manage timelines and deliverables, and collaborate effectively • Leadership capability and basic understanding of managerial concepts including work planning, training, delegating, coaching, mentoring, and evaluating • Ability to lead initiatives and project teams • Ability to identify solutions, build consensus, and motivate staff toward results • Ability to work effectively with diverse individuals and groups • Ability to see, read, and perform repetitive finger and wrist movement for at least 6 hours per day • Ability to hear and speak clearly for at least 3–6 hours per day
