• Build and lead Chapters Health’s Government Affairs & Public Policy function • Shape and execute federal and multistate government affairs strategies aligned with strategic priorities and mission • Advise senior leadership and partner cross-functionally to identify and address government policy risks and opportunities • Elevate Chapters Health’s reputation among policymakers and strengthen its voice in public policy decisions • Provide strategic oversight of external lobbying relationships and political action committee (PAC) • Develop and lead comprehensive federal and multistate government affairs strategy • Direct state government affairs activities and align state priorities with federal strategy • Lead and influence federal and state legislation and policy related to reimbursement, Medicare and Medicaid, regulatory frameworks, tax and innovation incentives, patient access, and healthcare reforms • Represent Chapters Health in Washington, D.C., key state markets, coalitions, trade associations, public hearings, and policy forums • Build bipartisan relationships with policymakers, congressional staff, state officials, agency leaders, HHS, CMS, FDA, and other stakeholders • Lead engagement with Congress, committees, federal and state agencies, legislatures, and regulators • Coordinate executive participation in hearings, briefings, and policy forums and prepare senior leaders for government interactions • Direct external lobbyists, government affairs consultants, and advisors • Oversee PAC governance, compliance, contribution strategy, stakeholder engagement, and resource stewardship • Collaborate with the COO, senior management, Legal, Compliance, Clinical, Medical Affairs, and other stakeholders • Translate organizational priorities and healthcare advancements into policy narratives • Establish metrics and reporting mechanisms to evaluate government affairs, lobbying, PAC, and advocacy activities • Build, lead, and develop a high-performing federal and state government affairs team • Serve as a visible external leader strengthening relationships across the healthcare ecosystem
• 15+ years of progressively responsible experience in government affairs, public policy, advocacy, or a related field within the healthcare sector • Bachelor’s degree required; advanced degree (MBA, MPH, JD, PhD, or related field) strongly preferred • Demonstrated success developing and executing federal and multistate government affairs strategies within a complex, highly regulated environment • Strong influence and negotiation skills with demonstrated success influencing federal and state healthcare policy, legislation, and regulatory matters • Deep expertise in U.S. healthcare policy, including Medicare, Medicaid, reimbursement, healthcare regulation, and relevant federal agency requirements • Demonstrated experience overseeing and managing external lobbyists, government affairs consultants, and other advocacy partners across federal and/or state markets • Experience with PAC strategy, governance, compliance, contribution strategy, and fund management strongly preferred • Strong political judgment and demonstrated ability to build effective bipartisan relationships with policymakers, regulators, government officials, and other external stakeholders • Exceptional executive leadership, communication, and stakeholder engagement skills, with demonstrated ability to operate effectively in ambiguous, complex, and rapidly changing environments • Proven ability to build and lead high-performing teams and collaborate cross-functionally within a complex, matrixed organization where influencing without direct authority is essential • Consent to drug and/or alcohol testing after a conditional offer of employment • Ongoing compliance with the Drug-Free Workplace Policy • Eligibility verification through the Florida Care Provider Background Screening Clearinghouse after a conditional offer and ongoing eligibility
