📋 Description

• Support DOE’s Office of State and Community Energy Programs (SCEP) through portfolio data review, analysis, and reporting • Extract, reconcile, and integrate data from DOE systems of record, including PAGE, IDW, iPortal, and BART • Build and maintain databases and data models for structured, queryable, repeatable analysis and reporting • Identify and resolve data gaps, exceptions, and quality issues; implement corrections and validation checks • Analyze portfolio trends, obligations, expenditures, awards, projects, milestones, deliverables, staffing, and hiring • Respond to DOE leadership, Federal office, and external oversight data calls • Develop reports, dashboards, briefings, infographics, management reports, case studies, and recommendations • Establish and document data definitions, reporting processes, and data quality standards • Lead data efforts in system modernization projects • Design and maintain automated workflows replacing manual data pulls, reconciliations, reporting, and distribution • Identify and prioritize automation opportunities across SCEP business processes • Translate standard operating procedures into automated or semi-automated workflows • Develop and maintain SOPs for databases, reports, and workflows • Train and support SCEP staff on delivered databases, dashboards, and workflows • Support business and functional requirements for data and workflow tools • Manage multiple sensitive or complex projects and work cross-functionally to resolve problems and implement changes

🎯 Requirements

• Bachelor of Science or Bachelor of Arts in business administration, accounting, public administration, or a related discipline • Four years of relevant education/experience may substitute for the Bachelor’s degree • Minimum of ten years of relevant experience • A Master’s degree may substitute for two years • Demonstrated experience with DOE systems of record, including PAGE, IDW, iPortal, and BART, or comparable Federal grants, financial, and data warehouse systems • Experience extracting, cleaning, transforming, reconciling, and validating data across source systems • Experience building automated workflows and reducing manual, repetitive processes • Working knowledge of relational database concepts and query languages; ability to write and maintain queries independently • Experience developing dashboards and management reporting with visualizations, graphs, and charts • Ability to document processes and produce supportable SOPs • Strong written and verbal communication skills, including explaining data and analysis to non-technical audiences • Ability to work independently and manage concurrent priorities to deadlines • Preferred: Master’s degree in a related discipline • Preferred: Experience supporting SCEP or the Department of Energy • Preferred: Power BI, SQL, Microsoft Access, and advanced Excel • Preferred: Power Automate, Power Apps, or SharePoint workflow tools • Preferred: Python or comparable language for data pipelines • Preferred: Federal financial assistance data and award lifecycle knowledge • Preferred: Congressional, Inspector General, or Government Accountability Office data requests • Preferred: Common data model or shared reporting layer experience
