📋 Description

• Conduct requirements elicitation, analysis, and documentation • Develop and refine Epics, Features, User Stories, and Acceptance Criteria in JIRA aligned to the CMS product backlog • Conduct legislative and policy impact analyses for Medicare Part D mandates, including IRA 2022 provisions, MDP, CGDP sunset, and GLP-1 drug program changes • Translate legislative and policy impacts into prioritized development backlog items • Facilitate Joint Application Design (JAD) sessions and backlog refinement with CMS Product Managers, business owners, and technical teams • Maintain the CMS Participant Guide incorporating HPMS memos, legislative changes, and sub-regulatory guidance • Develop and maintain a communication plan and version log approved by the COR and Business Owner • Maintain and update approximately six Computer-Based Training (CBT) modules • Ensure CBT modules comply with Section 508 and are compatible with AWS-hosted CMS infrastructure • Support Section 9008 Branded Prescription Drug Fee reporting using DIR data from HPMS and PDE drug cost data for annual IRS submission • Support CMS inquiries, GAO and OIG audits, and FOIA responses • Maintain the requirements traceability matrix throughout the software development lifecycle

🎯 Requirements

• Bachelor's degree in a related field • 4 or more years of business analysis experience on federal IT or health programs • Demonstrated experience eliciting requirements • Experience facilitating Joint Application Design (JAD) sessions • Experience translating policy into system requirements • Experience maintaining federal program documentation, including participant guides, policy memos, and training materials • Experience developing Section 508-compliant Computer-Based Training (CBT) content • Experience with JIRA, Confluence, and GitHub for requirements and backlog management • Strong written communication skills for CMS-facing deliverables, meeting minutes, and audit responses • Ability to pass CMS and internal required background checks for public trust • Must live in or be hired in one of the designated U.S. states: Virginia, District of Columbia, Maryland, Tennessee, Florida, Arizona, Colorado, Oregon, or Texas • Position is contingent upon contract award
