• Monitor state and local legislative, regulatory, and administrative developments affecting youth homelessness and related policy domains • Conduct policy landscape analyses and identify systems-change opportunities with site leadership, frontline staff, community partners, and young people • Produce policy briefs, issue papers, legislative summaries, talking points, fact sheets, and advocacy materials • Translate complex policy developments into actionable guidance • Support Covenant House International’s domestic advocacy agenda • Design and implement advocacy capacity-building strategies across U.S. sites • Help site leaders develop and improve state and local advocacy plans • Develop advocacy tools, guidance, training curricula, and implementation resources • Provide technical assistance on legislative, regulatory, budget, and administrative advocacy • Build systems enabling sites to engage policymakers, partners, and stakeholders • Support implementation of federal funding and policy initiatives at state and local levels • Identify, scale, and disseminate effective advocacy practices across the federation • Advise the Senior Vice President of Advocacy and Strategic Partnerships while independently leading projects and workstreams • Collaborate with strategy office colleagues, departments, U.S. site leaders, and external partners • Cultivate relationships with nonprofit partners, advocacy organizations, research institutions, government agencies, and philanthropy • Represent Covenant House International in coalitions, working groups, and policy collaboratives
• Minimum 7 years of progressively responsible experience in public policy, advocacy, systems change, government affairs, coalition leadership, technical assistance, consulting, or related fields • Demonstrated experience supporting policy implementation and/or advocacy initiatives at state and local levels • Significant knowledge of at least one major social determinant of health policy domain • Familiarity with federal legislative and regulatory processes and their interaction with state and local systems • Experience working with nonprofit organizations, public agencies, coalitions, or cross-sector partnerships • Experience navigating politically diverse environments and building bipartisan relationships • Ability to manage multiple initiatives and deliver high-quality outputs on deadlines • Political judgment and ability to assess risk, timing, and stakeholder interests • Change-management experience • Relationship-management experience across organizational levels • Facilitation and convening expertise • Data literacy for advocacy, policy analysis, and decision-making • Familiarity with public funding systems and nonprofit financing • Experience working with youth, emerging leaders, and senior executives • Ability to build systems, iterate, apply learning, pivot, and prioritize in ambiguous environments • Proficiency with Microsoft Office Suite, Teams, Zoom, and project management tools • Bachelor’s or master’s degree in a relevant field preferred • Preferred proficiency with Asana, Smartsheet, and Quorum • Capacity building and adult learning expertise preferred • Coaching and facilitation skills preferred • Exceptional policy writing and communication abilities preferred • Landscape analysis and environmental scanning experience preferred • Systems-thinking and systems-change orientation preferred • Coalition-building and stakeholder engagement expertise preferred • Ability to translate strategy into operational plans and deliverables preferred • Ability to travel once per year to New York City • Ability to travel nationally up to 25%
