• Provide technical leadership, advice, guidance, and support on child protection and care systems strengthening • Support regional and Country Program teams in delivering high-quality programming for vulnerable children and families • Serve as the project’s lead technical resource for child protection and care systems strengthening • Develop and implement agency-wide strategies, standards, tools, and best practices • Provide technical solutions remotely and on-site for strategic planning and program design and implementation • Lead technical approaches, guidance, tools, and implementation frameworks for child protection systems strengthening, care reform, family care reform, deinstitutionalization, gatekeeping, case management, social service workforce strengthening, and safeguarding systems • Strengthen the capacity of government institutions, faith actors and networks, civil society organizations, and social service workforces • Contribute to growth opportunities and technical design of large or complex donor proposals • Develop learning strategies, training curricula, technical guidance, workshops, mentoring, and coaching • Promote cross-country learning, knowledge management, and exchange of best practices and innovations • Collect and analyze program data, evaluate strategic projects, measure impact, document best practices, and produce technical reports and learning products • Support milestone-based deliverables, technical verification, and adaptive management • Establish and maintain relationships with donors, partners, peer organizations, research institutions, and other organizations • Participate in relevant child protection, family care reform, safeguarding, and care system strengthening forums • Coordinate technical support with the Family Strengthening Technical Advisor II
• Bachelor’s degree in social work, Child Protection, International Development, Social Policy, Public Policy, Psychology, Sociology, Public Health, Human Services, Education, or a related field • Minimum of eight years relevant international working experience in an advisory or management role with progressive responsibilities, ideally with an international NGO • Minimum of three years supporting child protection systems strengthening, family care reform, alternative care, safeguarding, or related programming • Previous experience providing technical assistance and developing successful proposals for external donor funding • Demonstrated application of technical principles and concepts in child protection systems strengthening, family-based care reform, safeguarding, alternative care, and social service workforce strengthening • Proficiency in MS Office packages, web conferencing applications, information and budget management systems, and knowledge-sharing networks • Experience in business development, project design, and proposal development, including technical writing • Experience in mentoring, coaching, facilitation, and training using adult learning principles and practices • Experience with program monitoring and evaluation, data collection, data analysis, data presentation, and data use for decision-making • Experience networking and building relationships with donors, peer organizations, and faith-based civil society partners • Excellent relationship management and ability to influence people not under direct supervision in diverse geographical and cultural settings • Strong strategic, analytical, problem-solving, and systems thinking skills • Strong written and oral communication skills • Strong presentation, facilitation, training, mentoring, and coaching skills • Fluency in English required • Ability to legally work where the position is performed • Successful candidates requiring residence or frequent travel outside a home country must clear pre-employment medical clearance • Must sign and adhere to CRS’ Code of Conduct
