📋 Description

• Lead security licensing strategy during DOE authorization of Deep Fission's first site and carry it into NRC commercial licensing • Help craft the regulatory security basis for Deep Fission's underground, first-of-a-kind pressurized water reactor • Serve as security subject-matter lead across parallel DOE Other Transaction Agreement authorization and NRC licensing tracks, including the anticipated 10 CFR Part 57 pathway • Work with NRC staff and the Licensing team to develop and demonstrate a design-tailored security approach • Interpret and apply NRC requirements under 10 CFR Part 73, including physical protection, cyber security interfaces, and fitness-for-duty interfaces • Engage with the licensing team on DOE physical protection, MC&A, information/cyber security, and personnel security requirements • Develop DOE-to-NRC security bridging analysis • Participate in DOE Authorization and NRC facility operating-license application documents • Lead security-informed design input, including target set analysis, protected/vital area boundaries, insider threat mitigation, and access controls • Author or direct physical security and security-basis documentation and supporting analyses • Present and discuss security matters with DOE and NRC representatives • Translate security requirements into actionable tasks for Engineering, Operations, and IT and maintain traceability • Ensure facility security measures comply with DOE and NRC requirements throughout licensing • Serve as designated Facility Security Officer for applicable facility-clearance and industrial-security requirements • Lead development and maintenance of the NRC-regulated operational security program • Coordinate physical security, cyber security, and MC&A requirements with accountable functional owners • Lead protective strategy and response capability and coordinate with site-level security staff as the program grows • Administer or coordinate clearance, access authorization, and personnel security programs, including DISS/NISS • Serve as primary security interface with NRC and DOE, including inspections, reporting, and program changes • Maintain regulatory conformance and drive continuous improvement • Extend and adapt the security program and licensing basis across future Deep Fission sites • Perform other job-related duties as assigned

🎯 Requirements

• Bachelor's degree or equivalent, with 4 years of directly relevant experience accepted in lieu of degree • 5+ years of professional security experience in a nuclear, DOD, or DOE-regulated environment • At least 3 years working directly with NRC nuclear security regulations at a licensed, applicant, or authorized facility • Hands-on experience authoring or substantially revising at least one NRC-reviewed Physical Security Plan or comparable regulator-facing nuclear security basis document • Direct experience engaging with NRC staff in pre-application meetings, audits, or licensing reviews • Thorough working knowledge of 10 CFR Part 73, including protected/vital area design, target set analysis, and insider threat mitigation • Working knowledge of cyber security interfaces relevant to NRC-regulated nuclear facilities, including 10 CFR 73.54 • General knowledge of NISPOM / 32 CFR Part 117 industrial security requirements sufficient to serve as a designated FSO • General familiarity with DOE Q clearance and personnel security processes • Ability to translate regulatory security requirements into concrete design and program requirements with traceability from requirement to implementation • Strong technical writing skills and verifiable experience producing regulator-facing security documentation • Working proficiency with Microsoft Office (Word, Excel, PowerPoint) • Ability to work independently as an individual contributor and build a licensing security strategy from the ground up • Ability to communicate with government regulators, executives, and engineering stakeholders • Must be a U.S. person eligible to meet DOE Export Control requirements under 10 CFR 810 • U.S. Citizen; able to obtain and maintain a DOE Q clearance or final U.S. TOP SECRET security clearance • Able to travel to Parsons, Kansas on a milestone-driven basis • Able to operate a personal computer and sit for extended periods • Able to travel via commercial airline and ground transportation • Able to exert up to 10 lbs. of force occasionally and/or minimal force frequently
