📋 Description

• Manage day-to-day federal legislative and regulatory engagement across DOE, DOI/BLM, EPA, USDA/USFS, DoW, NRC, and Congress. • Oversee contractors tracking legislation, rulemakings, comment deadlines, hearing calendars, and funding opportunities; translate findings into prioritized action plans. • Build and expand state government affairs presence in Utah, Colorado, New Mexico, Arizona, and Wyoming. • Manage contract lobbyists and consultants, scopes of work, budgets, and deliverables. • Draft and oversee comment letters, position papers, legislative and regulatory analyses, briefing memoranda, one-pagers, and leave-behinds. • Prepare executives for Hill meetings, agency engagements, congressional testimony, and conferences. • Maintain the master engagement record and follow up on commitments. • Execute Navajo Nation engagement strategy, including chapter meetings, public open houses, and community education. • Ensure Tribal-facing communications follow company commitments and consultation protocols. • Build relationships with county commissions, elected officials, civic organizations, economic development groups, and community leaders. • Anticipate community concerns and develop evidence-based responses. • Draft and edit press releases, opinion pieces, executive statements, talking points, and speeches. • Direct website content, social media, stakeholder communications, and marketing collateral. • Maintain brand standards and message discipline. • Support crisis and issues communications with rapid-response materials and holding statements. • Supervise the Grants and External Affairs Manager and own the funding pipeline from identification through post-award compliance and reporting. • Maintain the proposal calendar and coordinate technical, financial, and legal contributors. • Manage relationships with program officers and agency contacts. • Supervise, mentor, and develop staff; manage outside vendors, agencies, and consultants. • Build systems including trackers, calendars, workflows, approval processes, and organized files. • Coordinate with operations, regulatory affairs, legal, and finance to align external commitments with internal reality.

🎯 Requirements

• Bachelor’s degree required. • Approximately ten years of progressively responsible experience in government affairs, public affairs, communications, or a combination, including substantive time in both a government affairs and a public affairs or communications capacity. • Direct experience in a political, legislative, regulatory, or advocacy environment — Capitol Hill, a federal or state agency, a statehouse, a campaign, a trade association, or a corporate or firm-side government affairs practice. • Exceptional writing and editing skills, including experience preparing materials for senior executives and external audiences under deadline. • Exceptional organization and attention to detail, with a demonstrated ability to carry dozens of concurrent workstreams without letting any of them slip. • A self-starter who operates with minimal direction, exercises sound independent judgment, and is comfortable with ambiguity and rapid change. • Experience managing people, consultants, or both. • Discretion and sound instincts with sensitive information, and the credibility to represent the company without supervision. • Background in energy, mining, critical minerals, nuclear, or environmental remediation preferred. • Experience working with Tribal governments, particularly the Navajo Nation, preferred. • State-level government affairs experience in Utah, Colorado, New Mexico, Arizona, or Wyoming preferred. • Familiarity with federal grants, cooperative agreements, and compliance requirements preferred. • Experience in a startup or high-growth company where the function was still being built preferred.
